On the morning of November 20th, Mr. Phạm Văn Nguyên, Chairman of the People’s Committee of Xuân Đài Ward, Đắk Lắk Province, reported that prolonged heavy rainfall and inland floodwaters rushing into Xuân Đài Bay have caused significant losses for local lobster farmers. Many households have experienced mass lobster deaths, with some losing nearly their entire stock.

“The lobster mortality rate is extremely high. Some residents are selling their lobsters at a loss, while others cannot venture out to sea due to strong winds and waves. Local authorities have advised residents to avoid going out to sea at this time. We have also relocated households in An Thạnh neighborhood, near Gành Đỏ, to safer areas. Heavy rain continues this morning, and many areas remain deeply submerged,” said the leader of Xuân Đài Ward. He added that lobster prices have plummeted to 200,000 VND per kilogram, compared to the usual 1,000,000 VND per kilogram.

According to a rapid report from the Department of Agriculture and Environment of Đắk Lắk Province, as of the morning of November 20th, the historic flood has claimed 7 lives and left 2 people missing. Among the fatalities, 2 individuals remain unidentified, and their causes of death are under investigation.

Provincial leaders emphasized that the focus of rescue efforts is on the three districts of Đông Hòa, Tây Hòa, and Phú Hòa, as water levels in the lower reaches of the Ba River have not receded, while upstream waters continue to flow in. The hardest-hit areas are Hòa Thịnh, Hòa Mỹ, and Hòa Thành villages, where upstream reservoirs are still releasing large volumes of water. Water levels are expected to gradually decrease by the end of today.

Water levels in the Kỳ Lộ River branch have begun to drop, with Đồng Xuân receding by approximately 2 meters and Tuy An by 1.5 meters compared to the previous day (November 19th).

Police and military forces have mobilized 70% of their personnel and resources to the three priority areas, deploying over 110 canoes primarily to the western region for rescue operations. Three task forces have been established and reinforced in the six hardest-hit localities.

Rescue teams are instructed to use small canoes to navigate deep floodwaters, ensuring the safety of operators in fast-flowing conditions.
