On November 20, the Quang Ngai Provincial Police announced that the Investigation Police Agency of Quang Ngai Province has issued an indictment, a residence restriction order, and a temporary exit ban against Mr. Tran Duc Hoang, CEO of Lilama JSC, and Mr. Huynh Vinh Phuc, Director of the Waste Treatment and Recycling Complex under Lilama JSC. They are charged with “Causing Environmental Pollution” under Article 235, Clause 3(a) of the Penal Code.

Quang Ngai Police Prosecute Over 117 Tons of Hazardous Waste Dumping

Previously, the Investigation Police Agency of Quang Ngai Province had initiated a criminal case for “Causing Environmental Pollution” on June 6, 2025, at the Waste Treatment and Recycling Complex of Lilama JSC.

Additionally, the investigation agency has indicted and applied preventive measures, including residence restrictions and temporary exit bans, against one Deputy Director and two employees of the Waste Treatment and Recycling Complex.

Furthermore, the Quang Ngai Provincial Police issued an administrative penalty decision against Lilama JSC for “Discharging wastewater containing environmental parameters exceeding technical standards by 10 times or more, with a wastewater flow rate of less than 5 m³/day,” with a fine of over 144 million VND.

Expanded investigation results revealed that Mr. Tran Duc Hoang and Mr. Huynh Vinh Phuc, despite knowing that employees were dumping, discharging, and burying hazardous catalyst materials in violation of regulations, still allowed employees to continue without implementing any preventive or monitoring measures.

Consequently, the violations persisted, resulting in over 117 tons of hazardous waste being illegally dumped, discharged, and buried.
