Unprecedented in History: Capital City Continuously Plans Series of Thousand-Hectare Urban Areas, Ushering in an Era of Mega-City Development

Hanoi has recently approved a series of large-scale urban planning projects, spanning thousands of hectares, marking a significant trend in the real estate market. This move is seen as an inevitable step towards accommodating the city's rapid growth and development.

A Series of Mega Urban Areas Planned

Recently, the Hanoi People’s Committee has continuously approved planning tasks for urban areas spanning thousands of hectares. This is unprecedented in history.

Specifically, the XB-5 urban sub-zone in Noi Bai, Soc Son, Quang Minh, and Phuc Thinh communes is planned for development. The area covers approximately 3,971 hectares. To the north, it borders the western urban sub-zone of Ring Road 4 – Segment 1 (North of the Red River), E3, and agricultural land in Noi Bai commune. To the south, it borders sub-zones E1-3, E2-3, and Ring Road 3. To the east, it borders sub-zone XB-4. To the west, it borders the western urban sub-zone of Ring Road 4 – Segment 1 (North of the Red River).

In terms of character, the planning area serves as a green buffer zone, limiting the expansion between Dong Anh, Me Linh, and the former Soc Son urban areas. It also functions as a tourism corridor along the Ca Lo River, featuring low-density eco-residential areas and serving as a national and regional air transport hub with Noi Bai International Airport.

Key land uses include residential areas (both current and planned), urban public services, infrastructure hubs combined with urban development following the TOD model (Noi Bai Airport area), tourism, and industrial clusters.

Next is the E5-1A and E5-1B urban sub-zones, with a scale of 1:2,000. The planning area is located in the northeastern part of Hanoi, within the administrative boundaries of Dong Anh and Phu Dong communes. The total area under study is approximately 3,272 hectares.

Its boundaries include the eastern urban sub-zone of Thu Lam commune to the north, sub-zones XB-2 and E2-4 to the northwest, Ring Road 3 and Bac Ninh Province to the northeast, the Duong River dyke to the southwest, and the eastern expansion area of Hanoi’s central urban area to the southeast.

This area is a new development zone for the central urban area, serving as the northeastern gateway to the capital. It will feature modern, world-class entertainment centers, thematic parks, and green spaces along the Red and Duong Rivers.

Additionally, the Red River Scenic Boulevard project covers approximately 11,000 hectares across 16 wards and communes, including Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Linh Nam, Bo De, Long Bien, O Dien, Thanh Tri, Nam Phu, Hong Van, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, and Bat Trang.

The project is divided into three urban functional regions along three segments of the Red River. Notably, it includes two road corridors running along both banks of the Red River, totaling 92.42 km in length, starting from Hong Ha Bridge to Me So Bridge, with a cross-section design of 4-6 lanes. The project also features two monorail urban railway lines.

Recently, the Hanoi People’s Committee approved the planning tasks for the Olympic Sports Urban Sub-zone at a scale of 1:2,000.

The project’s research scope covers 10,000 hectares, including Zone A (3,280 hectares in Thanh Liet Ward and Dai Thanh, Ngoc Hoi, Tam Hung, Thuong Tin, and Binh Minh communes); Zone B (4,560 hectares in Thuong Tin, Tam Hung, Thuong Phuc, and Dan Hoa communes); Zone C (4,498 hectares in Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, and Thuong Tin communes); and Zone D (3,743 hectares in Thanh Oai, Tam Hung, and Dan Hoa communes).

Mega Urban Areas: An Inevitable Trend in Real Estate

Dr. Nguyen Van Dinh, Vice Chairman of the Vietnam Real Estate Association (VARS), believes that the entry of large-scale projects into the market is an inevitable trend in real estate development. Traditional small urban areas often lack quality and fail to meet residents’ living needs. Therefore, the development of mega urban areas aims to replace outdated urban models, promoting civilization, modernity, and improved quality of life.

Moreover, large-scale projects increase housing supply, offering buyers more options and segments. Most importantly, creating world-class urban areas will attract foreign investment into Vietnam’s real estate market.

In the future, urban projects may exceed 500-1,000 hectares. However, developing such mega projects requires investors with strong financial capabilities and vision.

According to Savills, recent quarters have seen Hanoi’s housing supply dominated by large-scale mixed-use projects, primarily offering apartments, villas, and townhouses.

Savills experts note that despite not being centrally located, these mega urban projects attract significant interest from buyers and investors.
