Billions in Social Insurance Arrears: Ba Huan, Color Man Food, and Numerous Companies in the Spotlight

Alongside Ba Huân, numerous other businesses in Ho Chi Minh City are also delaying social insurance payments by six months or more.

The Ho Chi Minh City Social Insurance (HSI) has recently released a list of 100 companies delinquent in their social insurance contributions for six months or more, with substantial outstanding amounts. The debt figures are accurate as of October 31, and payment authorizations are updated until November 17.

Topping the list is Hoa Binh Construction Group JSC (stock code: HBC), owing nearly VND 58.7 billion in social insurance, with a recorded workforce of 962 employees.

Following closely is Saigon Post and Telecommunication Services JSC, with a debt of VND 40.7 billion, despite having only 30 registered employees.

Notably, Ba Huan JSC, which recently made headlines for its tax debt exceeding VND 51 billion, leading to forced customs suspension, is also on the list. The company’s founder, Ms. Pham Thi Huan, revealed she has sold all shares to a new owner.

Ba Huan JSC owes over VND 7.8 billion in social insurance, with 414 employees on record.

Ba Huan JSC faces both tax and social insurance arrears.

Several textile and garment companies are also on the list, including Viet Thang Jean Co., Ltd. (nearly VND 18.2 billion); Lien Phuong Garment JSC (over VND 15.3 billion); Quang Thai Garment Manufacturing Co., Ltd. (over VND 15 billion); Ben Nghe Garment and Laundry Co., Ltd. (over VND 8.3 billion); Kim Long Garment Investment Co., Ltd. (nearly VND 4.4 billion); and Gia Dinh Textile and Garment JSC (VND 3.95 billion).

Other prominent companies include Color Man Food JSC (over VND 4 billion); Mai Linh Group JSC (nearly VND 4.2 billion); Binh Tan Consumer Goods Production JSC (Bita’s) (over VND 5.1 billion); Saigon Plastic JSC (over VND 5 billion); Dai Dong Tien JSC (VND 6.1 billion); Danh Khoi Holdings Investment JSC (over VND 6.9 billion); and TINI JSC (over VND 7.8 billion).
