On November 22, the Hung Yen Provincial Police Department announced that the Investigative Police Agency had issued a decision to prosecute the case and arrest Le Duy Duong (born in 1973) and his wife, Nguyen Thi Hong Hue (born in 1974), residents of Vu Ha village, Phu Duc commune. They are charged with “Violations of Food Safety Regulations” under Article 317 of the Penal Code.

Previously, the Economic Security Department of the Hung Yen Provincial Police discovered that the Dong Kenh livestock farm in Phu Duc commune, owned by the couple, showed signs of legal violations in the field of food safety.

On September 13, authorities conducted a surprise administrative inspection of the facility and found a total of 379 pigs in 12 pens, weighing approximately 18.4 tons, along with two cold storage units preserving over 2 tons of animal products.

After testing and expert evaluation, authorities confirmed that 7 out of 12 blood samples from the penned pigs and all meat samples from the cold storage tested positive for African swine fever.

During the investigation, the Economic Security Department revealed that from July 2025 until their discovery, despite knowing their pig herd was infected with African swine fever, the farm owners continued to slaughter, store the meat in cold storage, and sell it to various distributors for processing into food products for public consumption.

The Investigative Police Agency of the Hung Yen Provincial Police is currently consolidating the case file and expanding the investigation.
