The Ho Chi Minh City Labor Federation has planned to care for approximately 350,000 workers during the 2026 Lunar New Year (Year of the Horse). The maximum city-level allowance is 1 million VND per person. The beneficiaries are union members and workers in Ho Chi Minh City facing difficulties, specifically:
– Victims of work-related accidents or other occupational hazards.
– Individuals with severe illnesses, prolonged ailments, or occupational diseases undergoing treatment or rehabilitation as prescribed by authorized medical facilities.
– Those who have lost their jobs, experienced reduced working hours, or had their employment contracts suspended due to business downturns, relocations, dissolutions, bankruptcies, or employer absenteeism, as well as those affected by natural disasters, working in remote areas, hazardous industries, or pregnant women and mothers of children under 36 months.
– Members of trade unions, public service units, and key projects in Ho Chi Minh City.
– Workers in key units, enterprises, and projects operating throughout the Lunar New Year.
– Officials, civil servants, and employees working in agencies and units (formerly in Binh Duong and Ba Ria – Vung Tau provinces) facing difficulties due to the implementation of the two-tier local government model, currently stationed in Ho Chi Minh City.
– Employees in units or enterprises without established grassroots trade unions but contributing to the trade union fund. For this group, the maximum care allowance is 500,000 VND per person.
– Union members and workers in exceptionally difficult circumstances as per Decision 1411/QĐTLĐ dated August 1, 2024, of the Vietnam General Confederation of Labor. For these cases, the maximum care allowance is 2 million VND per person.
– Other union members or workers facing sudden difficulties not covered by the above criteria, as proposed by the Local Management Task Force, Ward Trade Unions, Special Zones, and Grassroots Trade Unions, ensuring accuracy and transparency, to be reviewed and decided by the Ho Chi Minh City Labor Federation.
The principle of Lunar New Year care is based on grassroots proposals, with truly needy cases listed for specific support from the City Labor Federation. Each union member or worker receives only one form of care or support, with no overlap (applicable to programs organized by both the City Labor Federation and the Vietnam General Confederation of Labor in the area).
The Hanoi Labor Federation has also announced plans to support union members and workers during the 2026 Lunar New Year.
Priority will be given to those in particularly difficult circumstances, victims of work-related accidents, illnesses, job losses, reduced working hours, or unpaid wages or bonuses. Workers from policy-beneficiary families, ethnic minorities, those who haven’t visited their hometowns for years, or those staying to work during the holiday will also receive support.
Specifically, 60,000 union members and workers in the city will receive 1 million VND each. Those visited and greeted by city leaders will receive an additional gift of 300,000 VND.
Additionally, the Hanoi Labor Federation will organize Trade Union Tet events at two locations: the social housing area in Thien Loc Commune from January 31 to February 1, 2026, and the Vietnam-Soviet Labor Cultural Palace in Cua Nam Ward from February 7 to 8, 2026.
The federation will also provide 30 free bus trips for 1,200 workers from Thang Long Industrial Park to their hometowns on February 14, 2026. Another 5,500 workers will receive travel subsidies ranging from 300,000 to 700,000 VND, depending on their destination, whether in the South or the Northern mountainous regions.
