Emergency Funding Approved for Four Provinces: Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak to Address Flood Damage

Deputy Prime Minister Ho Duc Phoc has signed Decision No. 2572/QĐ-TTg dated November 23, 2025, allocating emergency funds to Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak provinces to mitigate flood damage.

Specifically, VND 1.1 trillion from the 2025 central budget reserve will be distributed as follows: Khanh Hoa (VND 150 billion), Lam Dong (VND 300 billion), Gia Lai (VND 150 billion), and Dak Lak (VND 500 billion). This allocation aligns with the Ministry of Finance’s request in Document No. 18147/BTC-NSNN dated November 23, 2025.

Provincial People’s Committees are responsible for balancing local budgets, utilizing central funds, and leveraging other legal financial resources to urgently address disaster consequences as per regulations.

They must also ensure transparent and lawful fund management, preventing misuse and reporting expenditures to the Ministry of Finance, Ministry of Agriculture and Environment, and relevant agencies for submission to the Prime Minister.

Thanh Hoa province’s 9-month economic growth reached 8.19%, ranking among the highest GRDP growth rates nationwide.

Prime Minister Pham Minh Chinh’s Conclusion at the Working Session with Thanh Hoa Provincial Party Committee

The Government Office issued Announcement No. 634/TB-VPCP on November 22, 2025, summarizing Prime Minister Pham Minh Chinh’s conclusions during his meeting with the Thanh Hoa Provincial Party Committee.

Thanh Hoa’s socio-economic performance has been positive, with a 9-month economic growth rate of 8.19%, among the highest nationally. Industrial production surged by 15.55% (vs. 9.2% nationally), with significant increases in key sectors like steel, electricity, cement, apparel, and footwear. Agriculture remains stable, while trade and services grew by 15.1% (vs. 9.3% nationally). Exports rose by 18.3% (vs. 16.2% nationally), and tourism revenue increased by 33.7%.

The province ranks among the top 10 in state budget revenue, with public investment disbursement at 66.7% (vs. 54.4% nationally). Foreign direct investment rose by 27.5%, and new business registrations increased by 12.9%. Digital transformation efforts have been robust, completing 56/93 assigned tasks, ranking 5th nationally in the 2024 Digital Transformation Index.

Despite progress, challenges remain, including unsustainable growth, limited industrial and agricultural competitiveness, administrative reform gaps, inadequate infrastructure, and skilled labor shortages. The province must address these issues to achieve its 2025 goals and contribute to national achievements.

Innovative Development Through Science, Technology, and Digital Transformation

The Prime Minister urged the Provincial Party Committee to focus on key areas by year-end 2025 and early 2026, emphasizing innovative development, green and digital economies, infrastructure enhancement, public-private partnerships, and human resource development.

Priorities include strategic infrastructure, business support, startup ecosystems, administrative reforms, digital governance, environmental sustainability, and social welfare, especially for ethnic minorities and remote areas.

Unified Plan for Nghi Son Refinery Phase 2 Expansion by December 2025

For the Nghi Son port dredging project, the Ministry of Construction must expedite the handover to Thanh Hoa province by year-end 2025, with progress reported by December 31, 2025.

The Vietnam National Oil and Gas Group will collaborate with Nghi Son Refinery and investors to finalize the Phase 2 expansion plan, reporting to the Prime Minister by December 2025.

Thanh Hoa province must submit its investment plan for the inter-regional road connecting Ho Chi Minh Highway to National Highway 6 and CT.03 Expressway by December 1, 2025.

The Ministry of Home Affairs will review increasing deputy positions in commune-level departments, reporting to the Government by November 30, 2025. Telecom corporations must ensure internet coverage in 19 remote mountainous areas by December 2025, guided by the Ministry of Science and Technology.
