The Ho Chi Minh City People’s Committee has issued a decision assigning the task of preparing various public investment reports—ranging from pre-feasibility studies to investment policy proposals—for numerous projects slated for the 2026–2030 period.

Over 900 infrastructure projects in Ho Chi Minh City will undergo report preparation.
According to the decision, 932 projects have been assigned for pre-feasibility studies or investment policy proposals. These primarily include Group A, B, and C projects in transportation and urban infrastructure, spanning Ho Chi Minh City and neighboring provinces.
Among the projects led by the Ho Chi Minh City Transportation Project Management Board are significant initiatives such as the parallel road along the HCMC-Long Thanh-Dau Giay Expressway (from An Phu Intersection to Vo Chi Cong Street), the coastal road through Can Gio – An Thoi Dong – Nha Be, and the Saigon Riverbank road from Mui Den Do to Ben Suc Bridge. Additionally, there are several infrastructure enhancement projects: Provincial Road 10, Duong Quang Ham, Tan Ky – Tan Quy, Linh Xuan Intersection, and National Highway 1 – Vuon Lai Intersection.
The Binh Duong Province Transportation Project Management Board has been tasked with preparing reports for inter-regional projects like Ring Road 3 (Tan Van – Binh Chuan section, overlapping with My Phuoc – Tan Van Road), the connection road from Ring Road 3 to Bien Hoa Airport, and the upgrade of National Highway 1K, along with other critical transportation projects within the province.
In the former Ba Ria – Vung Tau area, the Ba Ria – Vung Tau Provincial Transportation and Agricultural Sector Project Management Board has been assigned to develop pre-feasibility reports for major projects such as the Long Thanh Airport – Ho Tram Expressway, the upgrade of National Highway 51, and the extended Route 991.
In addition to new projects, the city has also assigned the preparation of adjustment reports for 5 Group A, B, and C projects to be implemented during the 2026–2030 period. These include:
Compensation and site clearance for Phase 4 of Khanh Hoi Lake Park: assigned to the Urban Infrastructure Investment Project Management Board.
Construction of the N8 embankment road along Rach Ba Co: assigned to the Binh Duong Province Transportation Project Management Board.
Construction of the N8 – N10 road (from Le Hong Phong to Nguyen Thi Minh Khai): assigned to the Binh Duong Province Transportation Project Management Board.
East-West Main Axis Road project: assigned to the Binh Duong Province Transportation Project Management Board.
Restoration of the Ho Chi Minh City Theater, a national architectural and artistic monument: assigned to the Civil and Industrial Construction Project Management Board for adjustment filing.
Concurrently, Ho Chi Minh City is adjusting the reporting tasks for nearly 1,000 previously approved projects to update investment needs and align with the 2026–2030 planning.
For projects in the security and defense sector, the City People’s Committee requires the City Police, City Command, and Border Guard to coordinate with higher authorities and follow Decree 149/2025 to agree on project lists, funding methods, and implementation timelines before submitting to the City People’s Committee.
The Department of Finance is tasked with guiding units in completing investment procedures as required. Relevant departments, district People’s Committees, and city authorities under Ho Chi Minh City are responsible for collaborating and providing expert opinions during the preparation, submission, and appraisal of these reports.
