Priority Applicants for Social Housing: No Lottery Required

Not everyone purchasing social housing needs to participate in a lottery to secure a unit. Certain priority groups are eligible for direct approval, bypassing the unpredictable lottery process.

In recent times, social housing projects in Hanoi have seen thousands lining up from the early hours to submit applications, a stark reflection of the urgent housing needs of low-income earners amidst a limited supply.

The scenes of crowding and overnight waits underscore the critical demand for affordable housing, while the supply remains insufficient to meet this growing need.

Developers of social housing projects have stated that if the number of valid applications exceeds available units, a lottery system will be implemented to ensure fairness and transparency.

However, not all applicants are subject to the lottery. Certain priority groups are exempt and granted direct approval without participating in the draw.

Under Article 79 of the 2023 Housing Law, when multiple applicants meet the same criteria, priority is given to: veterans; relatives of martyrs; persons with disabilities; those relocated through social housing purchase or lease-to-own schemes; and women.

If an individual qualifies for multiple support policies, they are entitled to the most beneficial one.

Effective from October 10, Decree 100/2024/NĐ-CP stipulates that priority group lists are ordered by submission time. Units allocated to these groups are assigned sequentially until exhausted, after which the remaining applicants proceed to the lottery.

Thus, all priority group members will be allocated social housing until the supply is depleted. Non-priority applicants must then participate in the lottery for any remaining units.

This priority-based allocation ensures equitable distribution and aligns with the core objectives of social welfare policies.

Nevertheless, critics argue that the lottery system introduces an element of chance, failing to fully address the actual housing demand.
