Unveiling the Arrest of Phong Hải Thịnh’s CEO

On November 23, the Police Investigation Agency, Economic Police Department of Da Nang City Police announced the prosecution of a case, the indictment of a defendant, and a four-month detention order for Dinh Van Hung (68 years old, residing in Thanh Khe Ward, Da Nang City) on charges of “Abuse of trust to appropriate property.”

According to the investigation, Phong Hai Thinh Company was registered with Dinh Van Hung as the CEO. On June 28, 2018, the company received approval from the People’s Committee of Quang Nam Province for the investment policy of the New Residential Area 2A Project (Phase 2) in Dien Ngoc Ward, Dien Ban Town, under Document No. 3499/UBND-KTN, with a deadline until the end of Q2/2020. To date, the project has not been extended, and the company has not been allocated or leased land, thus incurring no financial obligations to the state.

Despite the project lacking legal grounds and the investment policy approval explicitly prohibiting capital mobilization for land use rights distribution, in March 2022, Dinh Van Hung signed a commitment to transfer eight land plots within the project to Mr. Nguyen Duy T. and Mr. Duong Dinh C., totaling 13.68 billion VND. He collected 6.84 billion VND from the two victims.

Hung pledged to transfer the land within 12 months and use the funds for the company’s business activities. However, he misappropriated the money for personal purposes. Upon the commitment’s expiration, Hung failed to transfer the land and was unable to refund the money to Mr. T. and Mr. C.

The Police Investigation Agency of Da Nang City Police urges individuals who signed land purchase contracts for the New Residential Area 2A Project (Phase 2) with Phong Hai Thinh Company to provide relevant documents and cooperate at 47 Ly Tu Trong Street, Hai Chau Ward, Da Nang City.
