On November 23rd, during the G20 Summit in South Africa, Prime Minister Pham Minh Chinh held a series of significant bilateral meetings with the leaders of France, Germany, and Egypt.
Deepening Vietnam-France Relations
During his meeting with President Emmanuel Macron, Prime Minister Pham Minh Chinh expressed his delight at meeting the French leader again after the UN Ocean Conference in June 2025. He affirmed that France holds a vital position in Vietnam’s foreign policy. Both sides agreed to maintain high-level exchanges and proposed promoting a visit to Vietnam by the French Prime Minister in the near future.

The two leaders shared concerns about extreme weather conditions and the damage caused by storms and floods. President Macron expressed sympathy for Vietnam and emphasized the importance of global cooperation in addressing climate change.
Acknowledging the achievements following the French President’s state visit to Vietnam in May 2025, President Macron praised the effective implementation of agreements in economics, trade, science-technology, and defense. Both sides agreed to promptly finalize the Action Plan for the Joint Statement on the Vietnam-France Comprehensive Strategic Partnership.
Prime Minister Pham Minh Chinh requested France’s continued support in effectively implementing the EVFTA, urged the early ratification of the EVIPA, and encouraged the EC to remove the “yellow card” on Vietnamese seafood. The two sides also discussed cybersecurity cooperation, agreeing to strengthen coordination amidst rising new security risks.
Affirming the Vietnam-Germany Strategic Partnership
On the same day, Prime Minister Pham Minh Chinh met with German Chancellor Friedrich Merz. The leaders emphasized the special role of Vietnam-Germany relations, especially as the two countries celebrate 50 years of diplomatic ties, in a region marked by volatility.

Prime Minister Pham Minh Chinh thanked the German Parliament for ratifying the EVIPA on November 13, 2025, and expressed hope that the agreement would create a breakthrough in bilateral trade and investment. Vietnam seeks Germany’s continued ODA support in energy, environment, and vocational training, as well as the promotion of dual vocational training models and the recognition of Vietnamese vocational certificates according to German standards.
Both leaders agreed on the need to maintain free trade flows, remove barriers, and facilitate production and business activities. Chancellor Merz highly appreciated Vietnam’s growing position and expressed a desire for deeper cooperation in minerals, high-speed rail, vocational training, defense industry, and cybersecurity.
Advancing Comprehensive Vietnam-Egypt Cooperation
During his meeting with Egyptian Prime Minister Mostafa Madbouly, both sides acknowledged the new milestone in relations as Vietnam and Egypt elevated their ties to a Comprehensive Partnership during Chairman Luong Cuong’s visit in August 2025. The leaders agreed to promptly finalize the Action Program to implement this new cooperation framework.

Aiming to increase bilateral trade to $1 billion, Prime Minister Pham Minh Chinh proposed that both countries promptly establish a joint working group to study the feasibility of a Vietnam-Egypt FTA, form a bilateral Business Council, and facilitate negotiations on a double taxation avoidance agreement. He also encouraged Egyptian participation in Vietnam’s urban and new administrative projects.
The leaders discussed agricultural market access, with Vietnam seeking Egypt’s approval for potato, date, and pomegranate imports, while Egypt welcomed Vietnamese rice, lychee, and dragon fruit. Prime Minister Madbouly praised Vietnamese companies’ capabilities, particularly in telecommunications, infrastructure, and AI, and expressed hope for stronger connections with ASEAN through Vietnam.
Both sides agreed to enhance defense cooperation, starting with the effective implementation of the recently signed Memorandum of Intent and inviting Vietnam to the International Defense Exhibition in Cairo in December 2026.
