Phú Thọ’s GRDP growth for the first 9 months reaches 10.22%, surpassing the set scenario and ranking 4th among 34 provinces and cities nationwide.
Foreign Direct Investment (FDI) Attraction Reaches $1,219.11 Million
The concluding report highlights that despite significant fluctuations and numerous challenges in the first 10 months of 2025, the Party Committee, government, and people of Phú Thọ Province have united with high determination and made substantial efforts to overcome difficulties. They have effectively implemented proposed tasks and solutions, achieving positive and comprehensive results in socio-economic development, national defense, and security.
The socio-economic situation over the 10 months has remained stable, with a 9-month GRDP growth of 10.22%, exceeding the set scenario and ranking 4th among 34 provinces and cities nationwide. The Industrial Production Index (IIP) increased by 26.94% compared to the same period last year. Trade activities were vibrant, with a diverse and abundant market. The cumulative 10-month total retail sales and service revenue increased by 14.38% year-on-year, reaching 88.9% of the growth target.
The total state budget revenue for 10 months is estimated at VND 47.5 trillion, equivalent to 117.6% of the central allocation and 105.5% of the Provincial People’s Council’s allocation. Tourism activities featured diverse and attractive products, with a cumulative 10-month growth reaching 86.7% of the 2025 target. Public investment disbursement as of October 31, 2025, reached 72.4% of the plan assigned by the Prime Minister (according to the Ministry of Finance’s report), higher than the national average of 54.4%.
Notably, the province attracted $1,219.11 million in FDI, an 84% increase year-on-year and 115.1% of the 2025 growth target. Domestic investment (DDI) is estimated at VND 61.3 trillion, nearly three times higher than the same period last year, achieving 71% of the 2025 target. Social welfare has been ensured, with a focus on sustainable poverty reduction and job creation. Culture, information, education, and healthcare sectors have received attention and been effectively implemented.
National defense and security in the province remain stable, with public order and safety ensured. External relations have expanded. The operation of the two-tier local government model has been stable and effective after more than four months.
The Deputy Prime Minister requested that Phú Thọ Province thoroughly identify its unique potential, outstanding opportunities, and competitive advantages post-merger. Based on this, the province should urgently review and adjust development planning and major development directions for the new administrative unit.
Building on the Political Report and Resolution of the 1st Provincial Party Congress (2025–2030), the province should urgently develop programs, plans, policies, and key projects for breakthrough development. These should be updated and adjusted according to the 14th National Party Congress’s Resolution.
Focus on achieving the highest possible socio-economic development targets for 2025, including exceeding the government’s 10% economic growth target, increasing state budget revenue, and accelerating public investment disbursement to reach 100% of the 2025 plan.
Review Strategic Breakthroughs, Emphasizing Administrative Reform
The Deputy Prime Minister also urged Phú Thọ to review the implementation of strategic breakthroughs, emphasizing administrative reform, particularly administrative procedures. Develop a policy framework to maximize and align with central policies, and strongly promote science, technology, innovation, and digital transformation. Build a digital government, digital citizens, digital society, and digital economy.
Review and develop a medium-term public investment plan for 2026–2030, ensuring focused and prioritized investment, particularly in infrastructure, connectivity, digital infrastructure, and human resource development.
Accelerate the implementation of key local projects and closely coordinate with central ministries and agencies to deploy central projects in the province, especially land clearance efforts.
Prioritize Resources for Physical Infrastructure and Equipment at the Commune Level
Regarding the two-tier local government, the Deputy Prime Minister directed Phú Thọ to continue reviewing and stabilizing the organizational structure, adhering to government regulations for smooth and effective operation.
Continue evaluating and restructuring the existing workforce. Allocate resources and budget for training and capacity building for commune-level officials, ensuring effectiveness and meeting practical work requirements.
Prioritize resources for physical infrastructure and equipment at the commune level. Treat digital transformation as an urgent and mandatory task for all provincial officials, civil servants, and public employees.
Government Inspectorate Urges Recovery of Over $1 Billion for State Budget Following Audits
According to data from the Inspection Monitoring, Urging, and Post-Inspection Handling Department (Department XIV under the Government Inspectorate), from 2018 to September 2025, the Government Inspectorate has urged the implementation of 246 inspection conclusions, recovering 24,418 billion VND for the state budget.
