The Hanoi People’s Committee has officially approved the investment policy for the Tien Truong New Urban Area in Xuan Mai Commune (formerly part of Xuan Mai Town, Chuong My District).
The Tien Truong New Urban Area is located in Xuan Mai Commune (formerly part of Xuan Mai Town, Chuong My District).
This project will significantly expand Hanoi’s residential land fund, addressing the growing housing demand of the city’s residents.
Spanning 21.7 hectares, the Tien Truong New Urban Area offers diverse housing options, including villas, townhouses, and social housing. The townhouse area covers nearly 3 hectares, featuring 265 five-story units with a 90% construction density. The villa area spans approximately 1.1 hectares, comprising 37 three-story units with a 50% construction density.
The project also includes a 1-hectare site for a 25-story social housing complex with three basements, providing 1,589 units. Additional amenities encompass public spaces, commercial services, schools, green areas, and parking facilities.
With a total investment of over VND 2.5 trillion, the project includes VND 152 billion for compensation and resettlement support. Construction is scheduled to be completed within four years. The Department of Finance has announced that the project will be open for international bidding in Q4.
Recently, the Hanoi People’s Committee has approved planning tasks for several new urban areas, including the XB-5 urban sub-zone in Noi Bai, Soc Son, Quang Minh, and Phuc Thinh communes, covering approximately 3,971 hectares. Additionally, the E5-1A and E5-1B urban sub-zones in the northeastern part of Hanoi, spanning Dong Anh and Phu Dong communes, will cover around 3,272 hectares.
The committee has also approved planning tasks for the Olympic Sports Urban Area, with a study area exceeding 16,000 hectares.
Furthermore, the Hong River Landscape Avenue project, covering a study area of 11,000 hectares, is set to break ground on December 19, 2025.

The Hanoi Department of Construction has announced that the planning project for the Hong River Landscape Avenue is expected to be submitted for feedback from relevant ministries and sectors in November 2025.
