Ho Chi Minh City is in a race against time to commence construction on two critical segments of Ring Road 2 (Sections 1 and 2) by December 19, aiming for completion by April 2027.
While preparations for these two projects are in full swing, Section 3, a 2.7 km stretch from Pham Van Dong to the Go Dua – National Highway 1 intersection, presents a stark contrast: silent, desolate, and seemingly forgotten in the heart of the Eastern district.

Section 3 was once hailed as the “golden link” to complete the Eastern segment of Ring Road 2.

Launched in 2017, the project was halted after just three years at 44% completion due to land clearance issues, planning adjustments, and land fund payments.

The construction site has lain dormant for five years, leaving behind a half-finished, chaotic landscape.

Numerous project components have fallen into disrepair.

Observations on November 24 reveal the entire area resembles a “forgotten project”: waist-high grass, litter everywhere, exposed construction materials, and cracked, rusting concrete structures.

Two overpasses, once envisioned as architectural highlights, are now marred by graffiti, uneven surfaces, and have become sites for cattle grazing, fishing, and blocked access due to waste piles.

“Every day I pass by and see this mess, it’s such a shame. Such a major project left abandoned for so long. I hope this time they’ll complete it properly,” shared Mrs. Ngan, a resident of Tam Binh Ward.

The project still faces land clearance challenges with a few households yet to hand over their land, though most have agreed to relocate. Tam Binh Ward authorities are actively engaging the remaining households to ensure the project resumes on schedule.

Designed with a 67-meter cross-section, the first phase includes two parallel six-lane roads. Upon completion, it will serve as a strategic corridor connecting the Eastern district to the city center and neighboring provinces, alleviating pressure on National Highway 1 and Pham Van Dong Street.

As the new sections gear up for construction, Section 3 remains a critical question: when will the site be revitalized, and when will this “golden link” finally complete the Ring Road 2 loop?
