Police Propose Eliminating Driving Simulation Test for License Examinations

In the proposed draft, the Ministry of Public Security suggests that driving test candidates only need to complete three components: a theory exam, a driving practice test within a designated area, and an on-road driving test.

The Ministry of Public Security is currently seeking public input on a draft circular amending Circular 12/2025, which outlines regulations for driving tests, driver’s license issuance, and the use of international driving permits. Notably, the proposed draft suggests eliminating the simulated driving test from the licensing process.

Specifically, Clause 2 of Article 8 in the draft circular proposes amendments to the recognition of driving test results for candidates applying for Class B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, and DE licenses, as outlined in Clause 2 of Article 12 of Circular 12/2025. The revised clause states:

Candidates who pass the theory test, the off-road driving test, and the on-road driving test will be certified as having successfully completed the examination.

Candidates who fail the theory test will not proceed to the off-road driving test, and those who fail the off-road driving test will not proceed to the on-road driving test.

Candidates who pass both the theory test and the off-road driving test will have their results retained for one year. To re-sit the exam, candidates must provide a valid health certificate and meet one of the following conditions: their name must appear in the driving test records, they must submit valid documentation, or their electronic records must be available.

Under current regulations, candidates must complete the theory test, simulated traffic scenario test, off-road driving test, and on-road driving test.

In addition to proposing the removal of the simulated driving test, the draft also suggests a mandatory testing sequence: theory, followed by off-road driving, and then on-road driving.

Candidates who fail the theory test will not proceed to the off-road driving test, and those who fail the off-road driving test will not proceed to the on-road driving test.

If the draft is approved, candidates who previously passed the theory, off-road, and on-road tests but failed the simulated test will be certified and issued a driver’s license.

Candidates who fail or are absent from any test component will be required to re-sit the exam in accordance with Circular 12/2025.

The Ministry of Public Security also proposes amending Clause 4 of Article 12, stating that candidates found with mobile phones or communication devices in the theory test room, on the test vehicle, or engaging in any fraudulent behavior that compromises the test results will have their results suspended or canceled.
