The People’s Committee of Bac Ninh Province has recently submitted an official dispatch to the Ministry of Finance, Ministry of Construction, and Ministry of Agriculture and Environment, seeking approval for the investment policy of a concentrated Information Technology (IT) Zone project. Spanning nearly 259 hectares, the project is expected to have a total investment of up to 10.765 trillion VND.

According to the document submitted by Bac Ninh Province to the relevant ministries, the project is proposed to be located in three areas: Vo Cuong Ward, Hap Linh Ward, and Lien Bao Commune. The total land area required is 258.86 hectares, with an expected operational period of 50 years from the date of policy approval.

The project’s capital structure includes 1.614 trillion VND in initial investment from the investor, with the remainder to be mobilized from other legal sources to complete technical and social infrastructure, service facilities, and spaces dedicated to IT development.

The project will be implemented in two phases:

Preparation Phase (Q3/2025 – Q3/2026): Detailed 1/500 planning and feasibility study report preparation and approval.

Implementation Phase (Q4/2026 – Q4/2035): The investor will commence construction upon receiving the land as per the approved plan.

A new tech hub for Northern Vietnam

The project is proposed by Xuan Cau Holdings JSC. The document requesting investment policy approval has been received by the Department of Finance, highlighting significant interest from businesses in concentrated IT zones—a strategic infrastructure type encouraged by Vietnam.

The project is expected to create approximately 20,000 jobs, including 12,000 IT specialists (60%) and 8,000 other workers (40%).

If implemented, this will be one of the largest concentrated IT zones in the country, positioning Bac Ninh as a high-tech hub alongside its established role as an industrial and electronics growth center.

The Bac Ninh IT Zone aims to become a new “Silicon Valley” in Northern Vietnam, with key functions including:

Supporting startups and developing digital products;

Creating an innovation ecosystem linked to Bac Ninh’s strengths in electronics and semiconductors.
