Hanoi Plans to Ban Gasoline Motorcycles During Specific Hours in 9 Wards Starting July 1, 2026

The Hanoi People’s Committee has submitted a proposal and draft resolution to the City Council regarding the establishment of a low-emission zone. According to the 2024 Capital Law, a low-emission zone is an area designated to restrict vehicles that cause environmental pollution.

The creation of this zone aims to provide the city with a legal and technical foundation to control vehicle emissions, ultimately improving urban air quality.

The proposal is expected to be reviewed and approved by the City Council during its final regular session of the year, scheduled for November 26-27, 2025.

However, the city will not impose a complete ban on gasoline motorcycles within Ring Road 1 starting in 2026. Instead, it plans to implement a partial ban during specific hours, times, or in designated areas.

Hanoi Explains the Rationale Behind Hourly Bans Instead of Full-Time Restrictions

In explaining the proposal to ban gasoline motorcycles during specific hours or in certain areas rather than a full-time ban, the People’s Committee noted that during the public consultation process with departments, agencies, local authorities, and on the city’s e-portal, the Department of Agriculture and Rural Development—the lead agency drafting the proposal—received numerous suggestions to extend the implementation timeline.

Stakeholders argued that the city should carefully consider traffic infrastructure conditions, the capacity of public transportation systems, social welfare, and residents’ commuting habits.

In addition to restrictive measures, Hanoi is tightening regulations on new registrations for fossil fuel-powered vehicles.

The city will not issue new registrations for such vehicles when older ones reach the end of their circulation lifespan, particularly for vehicles owned by organizations. Only vehicles meeting emission standards of Euro 4 or higher for cars and Euro 3 or higher for motorcycles, along with eco-friendly and clean energy vehicles, will be permitted to operate within the low-emission zone.

Trucks with a total design weight exceeding 3,500 kg will be completely banned from the area. The city will also immediately decommission vehicles that cause environmental pollution or have expired circulation permits.

To ensure a sustainable transition without significant disruption, the draft proposal includes various support policies for residents and businesses, as reported by Tin tức Newspaper.
