
The former Long An Province Investment and Construction Project Management Unit has recently released the Environmental Impact Assessment (EIA) report for Component Project 2-4, which involves the construction of a highway segment from Thầy Cai Canal to the Ho Chi Minh City – Trung Lương Expressway, part of the Ho Chi Minh City Ring Road 4.
Component Project 2-4 spans 42.55 km, starting at Thầy Cai Canal, the boundary between Tay Ninh Province and Ho Chi Minh City, and ending at the intersection with the Ho Chi Minh City – Trung Lương Expressway in Ben Luc Commune, Tay Ninh.
The route passes through seven communes in Tay Ninh Province, including Hau Nghia, Duc Lap, Hoa Khanh, Duc Hue, Thanh Loi, Binh Duc, and Ben Luc.
The project requires approximately 580 hectares of land, primarily consisting of annual crop land (over 383 ha), aquaculture land (104 ha), residential land (79 ha), and transportation land (nearly 13 ha). It is expected to directly impact 2,290 households, with detailed compensation, relocation, and resettlement plans in place.
The Ring Road 4 Expressway is designed with four lanes, a speed limit of 100 km/h, and a road width of 25.5 meters, adhering to national technical standards for highways. As a key national project, it is being developed through a public-private partnership (PPP) model.
In sections without side roads, the project includes two bridge units, each 12.25 meters wide, totaling 25 meters in width. In sections with side roads, two bridge units are planned, each 19.75 meters wide, totaling 40 meters. Additionally, the project will construct 36 cross-drainage culverts, a toll station system, and implement an Intelligent Transportation System (ITS) tailored to the route’s scale.
The project is expected to be approved in December this year. Compensation, land clearance, relocation of underground technical infrastructure, and resettlement are scheduled from Q1 to Q3/2026, while construction will take place from Q2/2026 to Q2/2028. Both road and bridge construction are estimated to last 24 months.
With a total investment of nearly 20.5 trillion VND, this project is a critical component in connecting major highways and radial routes, alleviating urban traffic congestion, and fostering inter-regional transport services to boost regional economic development.
