During the event, FPT Corporation received the Investment Registration Certificate for the project to build a Concentrated Digital Technology Zone and auxiliary area in Tuan Chau Ward, Quang Ninh Province, with a total investment of over 138 billion VND.
A Long-Term Partnership for Quang Ninh’s Digital Breakthrough
Speaking at the event, Mr. Nguyen Van Khoa, CEO of FPT Corporation, emphasized that following administrative boundary reforms, Quang Ninh faces the challenge of being a province with a small area but a high growth rate. However, Quang Ninh also has a unique opportunity to enter a new growth phase driven by science, technology, innovation, and digital data.
To sustain growth and continue leading the nation in digital transformation, the province requires a comprehensive, unified, and robust model for seamless implementation.
As a leading technology company with over 10 years of practical collaboration in Quang Ninh, FPT proposes to act as the “chief architect,” partnering with the province to design a comprehensive digital architecture, build a data ecosystem, deploy infrastructure, and develop a digital workforce.
The CEO of FPT outlined five strategic pillars for this partnership:
FPT aims to develop a comprehensive digital transformation strategy for 2026–2030, collaborating with the province to create a holistic digital government, economy, and society based on a unified system, single data source, and seamless services, ensuring smooth connectivity between the province and central government.

Additionally, FPT will develop a shared data ecosystem, supporting the standardization, enrichment, and integration of critical data such as population, land, businesses, tourism, healthcare, and education. By 2030, FPT aims for Quang Ninh to have a centralized data repository, fully connected to 100% of national databases.
FPT also plans to establish modern digital infrastructure and security by expanding telecommunications, 5G, IoT, implementing zero-trust security architecture, operating a cybersecurity center, and training local cybersecurity experts.
FPT is committed to developing Quang Ninh’s digital workforce through training programs for officials, talent incubation, scholarships, and tech competitions, while attracting businesses from FPT’s ecosystem and partners to invest in the province, fostering a digital enterprise ecosystem.
Mr. Nguyen Van Khoa affirmed that FPT will invest in an IT and innovation center in Tuan Chau, with plans to establish a research and training center, connecting domestic and international investors and tech companies. The goal is to make Tuan Chau a hub for science, technology, and innovation in Quang Ninh, supporting green and circular economic development by 2030.
Quang Ninh, a national leader in administrative reform and digital transformation as evidenced by PCI, PAR, SIPAS, and DTI indices, boasts a strong economy, synchronized infrastructure, and strategic geopolitical advantages, creating an ideal environment for high-tech projects. Over 10 years of partnership, FPT has supported the province in implementing a 3-level e-government model since 2013. In 2025, FPT deployed three core systems for 2-level local governments and a One-Stop Public Service Center, including digital file stations, online queuing systems, and a full-process digital administrative procedure resolution system.
After just 3 months of operation across 54 communes and wards, 98.5% of files were processed accurately and ahead of schedule, even for complex inter-agency procedures. Mr. Khoa expressed hope for the province’s continued support, enabling FPT to partner long-term in building a modern digital government and contributing to Quang Ninh’s breakthrough development in the digital era.

FPT Receives Investment Certificate for Concentrated Digital Technology Zone in Quang Ninh
During the event, Quang Ninh Provincial People’s Committee approved FPT’s investment in the Tuan Chau Concentrated Digital Technology Zone project. The project aims to build synchronized infrastructure to attract digital technology companies specializing in AI, Big Data, IoT, cybersecurity, and R&D.
Covering approximately 8.94 hectares in Tuan Chau Ward, Ha Long, the project has a total investment of over 138 billion VND. FPT plans to develop technical infrastructure, management offices, and auxiliary facilities.
The Tuan Chau Concentrated Digital Technology Zone will position Quang Ninh as a new technology hub in Northern Vietnam, attracting digital enterprises, AI companies, and future tech industries. FPT’s large-scale infrastructure investment will drive digital economic growth, providing a foundation for Quang Ninh’s regional leadership in the AI era.
A Technology Ecosystem Partnering with Quang Ninh
On the sidelines of the conference, FPT introduced a technology ecosystem supporting Quang Ninh’s national leadership in digital transformation across three pillars: digital government, digital economy, and digital society. These solutions modernize public services, enhance citizen, business, and tourist experiences, and create a transparent, favorable investment environment.
For digital government, FPT showcased platforms like iSoma, ArchiveNex, akaVerse, and the GeoBase digital map for urban management, planning, and resource monitoring. Utilities such as FPT Camera, FPT Internet (Wi-Fi 7), and FPT Play expand connectivity infrastructure in key tourism and economic centers.
In the digital economy, FPT offers solutions like Kyta Platform, Akabot, FPT AI Agents, and BizNext, enabling businesses to automate processes and enhance efficiency through AI Factory and FPT Cloud with Tier 4 security standards.
This ecosystem underscores FPT’s commitment to partnering with Quang Ninh in building a digital nation, driving investment, and fostering robust development in the AI era.
