The Hanoi People’s Committee has submitted a Proposal to the City Council regarding the issuance of a Resolution on the Land Price List, set to be announced and implemented from January 1, 2026, across Hanoi.
According to the draft, the new land price list will be divided into 17 zones, rather than by districts and wards as previously done. The proposed prices will increase by 2% to 26% compared to the current land price list. The highest increase, ranging from 15% to 25%, will be in zones 9 to 17, while the inner-city areas will see an average increase of 2%.
Speaking at the Information Conference on the 28th Session held on November 24, Ms. Ho Van Nga, Head of the Budget Committee of the Hanoi People’s Council, stated: “The issuance of the new land price list is the authority and responsibility of the People’s Council, carried out in accordance with regulations.”

According to Ms. Nga, to develop the draft land price list, the Hanoi People’s Committee assigned specialized agencies to hire consulting units and select the valuation method in accordance with the 2024 Land Law. The draft was also made public to gather input from organizations and individuals.
Ms. Nga noted that the consulting unit selected one of the three methods prescribed by law. Additionally, they referenced comparative factors, analyzed impacts, and excluded abnormal fluctuations to ensure suitability, including price index adjustments.
This land price list is divided into 17 zones, applicable to three land types: residential, commercial services, and agricultural. While some zones saw increases of over 20%, these were few, with most zones increasing by 2-3%. Commercial service land in many areas increased by only 7-8%, while agricultural land remained largely unchanged.
According to Ms. Nga, the adjustments this time are not overly drastic. “Only a few roads that have been expanded and seen high transaction prices required adjustments to align with market prices as per the law,” Ms. Nga explained.
However, the Economic and Budget Committee also requested the City People’s Committee to provide further explanations and supplements to ensure the land price list does not negatively impact the city’s socio-economic development.
According to the new Land Price List, Zone 1 includes wards within Ring Road 1; Zone 2 includes wards within Ring Road 2 (on the right bank of the Red River); Zone 3 includes wards between Ring Road 2 and Ring Road 3 (on the right bank of the Red River); Zone 4 includes wards outside Ring Road 3… The highest residential land price in Zone 1 is over 702 million VND/m². The average residential land price in the 9 central wards of the capital, as per the new proposal, is 255.3 million VND/m², a 2% increase from the current rate.
In Zone 9, the highest increase is on National Highway 32 (Van Xuan Road): From the junction with Xuan Phuong Ward to the intersection leading to Kim Chung Di Trach Urban Area. Position 1 has a price of 64.7 million VND/m² (compared to 53.3 million VND/m² in the 2025 price list).
Similarly, Zone 10 saw an average increase of 25%. The highest price is on Ngoc Hoi Road opposite the railway, at 90.9 million VND/m² (compared to 73.3 million VND/m² in the 2025 price list)…
According to the Hanoi Department of Natural Resources and Environment, the moderate increase ensures a balanced budget and harmonizes revenue and expenditure. It also safeguards the interests of residents during land clearance, reducing complaints. This will expedite land clearance processes and facilitate the timely completion of projects.
