Hanoi Offers Up to 24 Months’ Salary Support for Non-Permanent Staff Leaving During Two-Tier Government Implementation

Individuals working outside the official staffing quota at Party and State-assigned Associations at the city and district levels prior to July 1, 2025, who leave their positions due to the implementation of the two-tier government organizational model, will receive a one-time allowance. This allowance is capped at a maximum of 24 months of their current salary or remuneration.

On November 24, the Standing Committee of the Hanoi People’s Council held a briefing session for the final regular session of 2025.

During the meeting, Mr. Do Van Truong, Chief of the Office of the National Assembly Delegation and the City People’s Council, announced that the 28th session (the final regular session of 2025) will take place from November 26-27. The City People’s Council is expected to review 75 items within its jurisdiction.

The council will examine various reports, including: the implementation results of the city’s Socio-Economic Development Plan and budget estimates for 2025, key tasks for 2026; the Report on the Administration of the City People’s Committee in 2025; directions and key tasks for 2026; and reports from other agencies such as the Court, the Procuracy, and the City Fatherland Front.

The session will also consider 53 resolutions. Notably, several resolutions will have a significant impact on residents, such as the resolution setting land prices to be announced and applied from January 1, 2026; regulations on emergency outpatient service fees and co-payment rates for patients using these services; staffing and labor contract targets for the city government in 2026.

Additionally, the session will address additional income regulations for officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public non-business units fully funded by the state budget under city management. It will also set allowances and subsidies for militia labor days within the city.

Fines for administrative violations in fire prevention and control within the city will also be established.

Support for Non-Staff Workers

The session will also review and adopt a resolution outlining policies for individuals working outside the staffing quota at associations assigned by the Party and State at the city and district levels before July 1, 2025, who leave their positions due to the implementation of the two-tier government model.

Eligible recipients include: full-time chairpersons and vice-chairpersons of working age; retired full-time chairpersons and vice-chairpersons; and individuals of working age employed under labor contracts.

Proposed support includes a one-time allowance based on the length of service at the association. Specifically, individuals with five or more years of service will receive a one-time allowance equivalent to 24 months of their current salary or remuneration.

Those with two to five years of service will receive a one-time allowance equivalent to 20 months of their current salary or remuneration.

Approximately 436 individuals are expected to benefit from this support policy. This includes 265 individuals with five or more years of service, 119 with two to five years, and 52 with less than two years.

The total estimated budget for this support policy is 42 billion VND.
