The Hanoi People’s Committee has submitted a proposal to the City Council, recommending the issuance of a list of industrial production facilities, healthcare institutions, educational establishments, and government offices within the central urban area that are incompatible with the Adjusted Master Plan for Hanoi Capital Region until 2045, with a vision to 2065. This list falls under the Council’s jurisdiction for decision-making (Phase 1).
According to the proposal, Phase 1 includes 66 entities slated for relocation: 51 industrial production facilities (comprising 9 facilities listed in Resolution 17/NQ-HĐND dated July 8, 2022, and 42 newly added facilities) and 15 government offices.
The 9 industrial facilities under Resolution 17/NQ-HĐND are: Hanoi Nhan Dan Newspaper Printing Company; Hanoi Moi Newspaper Printing Company; Hanoi Beer Factory – Hanoi Beer-Alcohol-Beverage Joint Stock Corporation; Thang Long Tobacco Company; Vietnam News Agency Printing and Trading Company; Gia Lam Railway Factory – Hanoi Passenger Railway Transport Company; Duc Giang Petroleum Depot – Petroleum Area I Company; Agricultural Publishing House; Vietnam Institute of Industrial Chemistry.

Facilities proposed for relocation from the inner city area.
Following relocation, the city will develop specific land use plans in accordance with regulations. In the historic inner city, priority will be given to public spaces and cultural preservation, increasing green areas, and promoting tourism, with no residential construction allowed. In other central urban areas, focus will be on public services, cultural facilities, parks, and essential infrastructure to meet social and technical standards as per approved urban classifications and construction codes.
The proposal is expected to be reviewed and approved during the City Council’s final regular session of the year, scheduled from November 26 to 28, 2025.
