According to Khanh Hoa Newspaper, on the morning of November 25th, Comrade Le Huyen, Vice Chairman of Khanh Hoa Provincial People’s Committee, chaired a meeting to hear reports on the implementation progress of the Nha Trang – Da Lat Expressway.
According to the Department of Construction, the Nha Trang – Da Lat Expressway starts at Dien Tho commune (Khanh Hoa), connecting with the North-South Eastern Expressway, and ends at the Darahoa intersection (Lam Dong). The expressway spans 80.8 km, with 44 km passing through Khanh Hoa and 36.8 km through Lam Dong. It will be constructed in one phase, featuring a complete 4-lane design with a roadbed width of 22-24.75 meters.
The total investment exceeds 25 trillion VND, with construction costs nearing 18.9 trillion VND. The project is currently in the investment preparation phase for 2024-2025, with groundbreaking scheduled for 2026 and completion by 2028.
Previously, under the road network planning for the 2021-2030 period, with a vision to 2050, the Nha Trang – Lien Khuong Expressway was slated for investment after 2030. However, due to the urgent need for regional connectivity and economic development, the People’s Committees of Khanh Hoa and Lam Dong provinces petitioned the Ministry of Finance and the Ministry of Construction to submit a proposal to the Prime Minister for early project implementation, with Khanh Hoa Provincial People’s Committee as the executing authority.
In 2024, the People’s Committees of Khanh Hoa and Lam Dong provinces submitted a proposal to the Prime Minister regarding a public-private partnership (PPP) investment model (BOT contract with state capital participation). Currently, the Ministry of Finance and the Ministry of Construction have provided feedback, requesting the two provinces to clarify certain aspects of the investment plan before reporting to the Prime Minister.
Concluding the meeting, Comrade Le Huyen tasked the Department of Construction with compiling a comprehensive report and coordinating with the Department of Finance to finalize capital information. The Provincial People’s Committee will issue a document to Lam Dong Provincial People’s Committee seeking input on increasing local capital contribution.
This week, the Department of Finance will convene a meeting with Son Hai Group (the proposing investor) to finalize the investor’s capital ratio.
Regarding forest land conversion, the Department of Agriculture and Environment is requested to provide additional documentation to the Department of Construction for compilation and to seek input from the Ministry of Agriculture and Environment, in order to complete the subsequent procedures for reporting to the Prime Minister. The Department of Construction will collaborate with the Department of Finance and relevant agencies to summarize the completed steps, facilitating provincial leadership in planning discussions with Lam Dong province to unify the content of the report submitted to the Prime Minister for consideration and decision.
Son Hai is committed to participating in the Nha Trang – Da Lat Expressway project with the ambition of constructing Vietnam’s most scenic mountain-crossing expressway.
Previously, during a meeting with Deputy Prime Minister Tran Hong Ha on September 4th, 2024, Mr. Nguyen Viet Hai, Chairman of Son Hai Group, affirmed the group’s commitment to the project with the ambition of constructing Vietnam’s most scenic mountain-crossing expressway.
Chairman Nguyen Viet Hai assessed the route as highly complex and proposed solutions such as elevated roads, retaining walls, precast bridges, and tunnels to minimize forest impact. With this approach, the project can reduce forest area affected by 30%, equivalent to 125 hectares.
The Nha Trang – Da Lat Expressway is considered a strategically important route, contributing to the economic development of Lam Dong, Khanh Hoa, and Ninh Thuan provinces. Upon completion, the expressway will reduce travel time between Nha Trang and Da Lat to approximately 1 hour 30 minutes to 2 hours, down from nearly 4 hours currently.
