The Vice Chairman of the Hanoi People’s Committee, Duong Duc Tuan, has signed and issued an official dispatch to strengthen the management of construction material aggregation and trading activities across Hanoi.
The Hanoi People’s Committee has tasked the Department of Agriculture and Environment with leading efforts, in collaboration with relevant agencies, to enhance the exploration, exploitation, and management of common construction minerals.
In partnership with the City Police, related Departments, and local People’s Committees, the Department will conduct thorough inspections of areas suspected of land encroachment, implement effective resolution measures, and ensure long-term management efficiency.
The Department of Agriculture and Environment is also responsible for guiding local People’s Committees in land reclamation, allocation, leasing, and land-use conversion processes, as well as addressing unauthorized and non-compliant construction material transfer points.

The Department of Construction is tasked with reviewing, updating, and adjusting the list of river sand and gravel aggregation sites and riverside construction material transfer points, in accordance with the Inland Waterway Traffic Law and relevant Prime Minister’s Decisions: No. 1829/QĐ-TTg approving the Inland Waterway Infrastructure Development Plan for 2021-2030, with a vision to 2050; and No. 1587/QĐ-TTg amending the same plan.
The Department will lead or collaborate with relevant agencies to intensify inspections of inland waterway ports operated by organizations and individuals involved in river sand, gravel aggregation, and riverside material transfer, taking strict action against illegal operations and preventing unauthorized material transportation to storage sites.
The Department of Construction will work with the City Police to identify and penalize overloaded vehicles transporting construction materials from transfer sites, particularly in areas with multiple aggregation points, such as the Red River and Duong River banks.
Notably, the Hanoi People’s Committee has directed the City Police to collaborate with relevant agencies in monitoring local situations, enhancing operational efficiency to proactively detect, prevent, and severely penalize individuals involved in “protection rackets,” territory disputes for unhealthy business activities related to construction materials, mineral resources, and associated crimes (tax evasion, document forgery, public disorder, intentional injury, and organized crime).
Local People’s Committees at the commune and ward levels are required to proactively develop inspection plans, thoroughly investigate, and decisively resolve persistent violations, including applying measures such as electricity and water supply suspension as per City Council Resolution No. 33/2024/NQ-HĐND and other enforcement actions.
