Critical Announcement Regarding Land Use Rights Certificates for All Citizens

The Land Management Department (Ministry of Agriculture and Environment) has issued guidelines to provincial and municipal Departments of Agriculture and Environment for the collection of Certificates via the VneID application.

In line with the implementation plan for the national land database enrichment and cleansing campaign, the Land Management Department, in collaboration with the Department of Digital Transformation, the Ministry of Agriculture and Environment, and the Department of Administrative Police (C06) under the Ministry of Public Security, has developed a feature on the VneID application. This feature enables land users and property owners to provide information regarding Land Use Rights Certificates and Property Ownership Certificates, as outlined in Clause 21, Article 3 of the Land Law (referred to as Certificates).

The Land Management Department urges the Departments of Agriculture and Environment in all provinces and cities to promptly disseminate and guide land users and property owners in submitting Certificate information via the VneID application. This process should run concurrently with the ongoing local collection of residential land and housing Certificates.

For Certificates previously collected at the local level, there is no requirement to update them on the VneID application unless the land user or property owner requests it.

When providing information through the VneID application, priority is given to the original Certificate. If the original is unavailable at the time of submission, a photocopy may be provided instead.
