“Earning Nearly $1,500 Monthly but Declaring Under $650: How One Individual Successfully Purchased Social Housing in Hai Phong”

The Hai Phong Inspectorate has recommended the repossession of 14 social housing units due to buyers failing to meet eligibility criteria. Additionally, they have requested a review of 25 more applications with inaccurate information to ensure proper verification of beneficiaries under the policy.

According to the inspection conclusion No. 48/KL-TTTP issued by the Hai Phong City Inspectorate on October 28, 2025, numerous violations were identified in the development and management of social housing (NOXH) projects across the city.

The inspection covered four NOXH projects: 384 Le Thanh Tong, 39 Luong Khanh Thien, Lac Vien Warehouse 3 (142 Le Lai), and the low-income housing complex in An Dong. The findings revealed widespread irregularities in the application process, eligibility verification, and income transparency of buyers, which did not align with actual circumstances.

The city inspectorate randomly reviewed 155 application files for NOXH purchases across the four projects and discovered multiple cases where applicants did not meet the eligibility criteria but still passed the approval process.

At the 384 Le Thanh Tong project, seven files contained inaccuracies regarding employment status and income.

The 39 Luong Khanh Thien project had two violating files. Notably, one applicant declared an income below VND 15 million per month, but tax authority data showed significantly higher earnings of nearly VND 25 million and VND 36 million per month in 2023 and 2024, respectively, rendering the application ineligible. Another file used a work certification from a company where the applicant was not employed.

The Lac Vien Warehouse 3 project also had files with false occupational information, such as an applicant claiming to be a “freelancer” while actually receiving a salary coefficient, social insurance contributions, and personal income tax declarations at Hai Phong University of Medicine and Pharmacy.

At the An Dong project, inspectors identified three files with inaccurate workplace information and one file with incorrect income declarations.

Based on the verified violations, the city inspectorate recommended that the Hai Phong People’s Committee direct the Department of Construction to guide project developers in terminating contracts, refunding payments, and repossessing the units for the 14 ineligible NOXH buyers. Additionally, they should collaborate with developers and relevant agencies to scrutinize 25 other applications with questionable information to ensure policy compliance.

Furthermore, measures should be taken to enhance project transparency, dispel misinformation, expedite file reviews to prevent exploitation, and encourage direct developer-to-buyer interactions to minimize intermediary risks and ensure fair access to NOXH units.
