On the morning of November 26th, the 2025 Autumn Economic Forum officially commenced. The event was directly overseen by the Prime Minister, chaired by the People’s Committee of Ho Chi Minh City, and co-organized by the 4th Industrial Revolution Center in Ho Chi Minh City, alongside various agencies, ministries, and the World Economic Forum (WEF).

Mr. Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, shared at the Forum that we are living in an era of unprecedented change, where growth models are rapidly evolving, and global supply chains are being reshaped toward green, digital, and sustainable frameworks. As climate, energy, and environmental challenges become increasingly urgent, the explosion of artificial intelligence, big data, biotechnology, and new materials is ushering in a completely new era of development. Science, technology, and innovation continue to advance at a breakthrough pace, profoundly impacting every aspect of socio-economic life.

In this context, green and digital transformation are no longer mere trends but imperatives of the times—key to ensuring competitiveness, energy security, environmental sustainability, and the highest quality of life for citizens. With a consistent people-centered approach, Vietnam, and Ho Chi Minh City in particular, view green and digital transformation as an objective necessity, a strategic choice, and a top priority to drive rapid and sustainable economic growth. Thus, the Forum’s theme, “Green Transformation in the New Era,” is both strategic and urgently relevant.

Following its consolidation, Ho Chi Minh City has become the convergence of the nation’s three most dynamic growth hubs, carrying with it a broad vision and grand aspirations to become a globally competitive, modern, and vibrant international metropolis, maintaining its role as the country’s economic powerhouse. The city also aims to lead in green transformation, smart urban development, high-tech investment attraction, and the establishment of an international financial center, laying a solid foundation to achieve its goal of becoming a leading regional hub for economics, finance, technology, and services.

To realize this vision, the city has identified three breakthrough areas serving as both the foundation and driving force for achieving its dual objectives: institutional reform, infrastructure development, and human resource enhancement.
