Implementing Regional Minimum Wage Increases Effective January 1, 2026

The government has outlined specific criteria for those eligible for regional minimum wage increases in Decree No. 293/2025/NĐ-CP, effective January 1, 2026.

The Vietnamese government has issued Decree No. 293/2025/NĐ-CP, outlining the minimum wage for employees under labor contracts, effective from January 1, 2026. This decree replaces the previous Decree No. 74/2024/NĐ-CP.

Decree No. 293/2025/NĐ-CP specifies both monthly and hourly minimum wage rates for employees working under labor contracts.

The decree applies to the following:

First, employees working under labor contracts as per the Labor Code.

Second, employers as defined by the Labor Code, including: Enterprises as per the Enterprise Law. Agencies, organizations, cooperatives, households, and individuals who hire employees under agreed terms. Other relevant entities involved in implementing the minimum wage as stipulated in this decree.

The decree sets the monthly and hourly minimum wages for employees based on regions as follows:

Accordingly, the monthly minimum wage increases are as follows: Region I increases by 350,000 VND to 5,310,000 VND/month; Region II increases by 320,000 VND to 4,730,000 VND/month; Region III increases by 280,000 VND to 4,140,000 VND/month; Region IV increases by 250,000 VND to 3,700,000 VND/month.

The hourly minimum wage increases are: Region I from 23,800 VND/hour to 25,500 VND/hour, Region II from 21,200 VND/hour to 22,700 VND/hour, Region III from 18,600 VND/hour to 20,000 VND/hour, Region IV from 16,600 VND/hour to 17,800 VND/hour.

The decree also clarifies that the regional classification is determined by the employer’s location.

Employers operating in a specific region must apply the minimum wage corresponding to that region.

If an employer has branches in different regions, each branch must apply the minimum wage of its respective region.

For employers operating in industrial zones, export processing zones, high-tech parks, or concentrated digital technology areas spanning multiple regions, the highest minimum wage of those regions applies.

In cases where a region’s name changes or is divided, the previous minimum wage applies until the government issues new regulations.

For newly established regions formed from one or more existing regions, the highest minimum wage of the constituent regions applies until new government regulations are issued.
