INDEL’s Chairman and China Telecom Information Technology (Vietnam)’s CEO Sign Memorandum of Understanding
The agreement aims to develop a smart highway model, modern rest stops, and a synchronized digital infrastructure ecosystem in Vietnam.
Both parties have agreed to comprehensive cooperation in telecommunications and information and communication technology (ICT), recognizing it as a critical foundation for enhancing investment efficiency, operation, and exploitation of infrastructure projects.
The initial focus of the MOU is on the rest stop project at Km45+000 on the Can Tho – Hau Giang Expressway, where INDEL is the investor.
China Telecom will partner with INDEL to design and implement a telecommunications and ICT system for the entire rest stop area, including transmission networks, Wi-Fi, operation management platforms, AI and IoT-powered smart surveillance systems, and connectivity solutions for clean energy components such as charging stations, hydrogen fueling points, and rooftop solar panels.
Beyond the Can Tho – Hau Giang project, the collaboration will extend to other expressway and infrastructure projects proposed by INDEL, including the Gia Nghia – Bao Loc – Phan Thiet Expressway.
The “smart highway” solutions encompass traffic monitoring, security, early warning systems, real-time user information, rest stop management, and integrated operational data analytics.
In the energy sector, China Telecom will provide consulting, research, and ICT integration for INDEL’s LNG port and warehouse projects, green hydrogen complexes, and renewable energy initiatives.
Dr. Tran Van The, Chairman of INDEL’s Board of Directors, stated that partnering with a global telecommunications conglomerate accelerates the company’s digital transformation in infrastructure and enhances service quality across its invested road networks. “Our goal is not merely to build roads but to create a modern, interconnected, and intelligently operated transportation and energy ecosystem,” emphasized the INDEL Chairman.
Representatives from China Telecom highlighted Vietnam’s growing demand for integrated ICT solutions in transportation and energy. Collaborating with INDEL presents an opportunity to deploy cutting-edge technologies aligned with global smart infrastructure trends.
Under the agreement, joint task forces will be established to assess needs, develop solution architectures, and explore business models. The MOU between INDEL and China Telecom is expected to lay a technological foundation for future expressway and energy projects, fostering new standards in smart and sustainable infrastructure operations in Vietnam.
