Latest Developments in Vietnam’s Largest Gas Pipeline Project

The onshore pipeline segment of the Lot B - O Mon Gas Pipeline Project has officially commenced construction, marking a significant milestone in the development of this vital energy infrastructure.

On November 25th, in Ô Môn District, Can Tho City, the Southwest Pipeline Operation Company (SWPOC) collaborated with the PTSC – LILAMA 18 Consortium to hold the groundbreaking ceremony for the onshore pipeline section of the Lot B – Ô Môn Gas Pipeline Project. This marks a significant milestone in the implementation of the Lot B Power-Gas Project chain, a national-scale initiative with a total investment of nearly $12 billion, playing a crucial role in ensuring energy security and fostering socio-economic development in the Mekong Delta region.

Speaking at the ceremony, Vice Chairman of the Can Tho City People’s Committee, Mr. Vương Quốc Nam, emphasized that the Lot B – Ô Môn Gas Pipeline Project not only strengthens energy security but also accelerates the transition to clean energy, aligning with Vietnam’s commitment at COP26 to achieve net-zero emissions.

According to him, to maintain double-digit growth post-2026, particularly in the industrial and construction sectors, energy demand will surge. Calculations indicate that electricity growth must reach at least 1.5 times the economic growth rate to meet development requirements.

Therefore, completing the gas pipeline to fuel the Ô Môn 1, 2, 3, and 4 Thermal Power Plants, gradually replacing polluting fuels like coal and oil, is pivotal for the city’s and region’s sustainable green economic development goals.

City leaders acknowledged the thorough preparation by the investor and contractor, commending the cooperation of residents in affected communes and wards such as Phước Thới, Ô Môn, Thới Lai, Trường Thành, and Đông Thuận. The city pledged continued support in security, administrative procedures, and ensuring smooth and timely construction.

Additionally, Vice Chairman Vương Quốc Nam urged contractors to prioritize social responsibility, adhere to labor safety and environmental protection regulations, and maintain respectful interactions with local communities. Harmonizing interests between contractors and residents, he noted, is essential to minimizing complaints and maintaining stability throughout the project.

On the investor’s side, Mr. Trần Thanh Hải, General Director of SWPOC, stated that the Lot B – Ô Môn Gas Pipeline Project is Vietnam’s largest gas pipeline project to date, spanning over 400 km, including 300 km offshore and 100 km onshore – the longest in the country. The expected gas volume to be delivered onshore is 5 billion m³/year, sufficient to power 3,800 MW of electricity, significantly contributing to national energy security.

Mr. Hải added that all pipe production and coating for 2025 have been completed to the highest quality standards. The investor and contractors have fully prepared berths, land, and equipment for the critical mechanical construction phase. SWPOC aims to deliver the first gas onshore by Q3/2027, requiring strict adherence to safety and quality standards from all contractors.

The SWPOC General Director affirmed continued close coordination with Can Tho City authorities and relevant localities to ensure the project complies with legal regulations and positively contributes to the socio-economic development of the city and the entire Mekong Delta region.

The Lot B – Ô Môn Gas Pipeline Project is part of the midstream segment, responsible for transporting natural gas from the Lot B field to the Ô Môn Power Center to fuel four power plants with a total capacity of approximately 3,800 MW. The primary goal is to deliver the first gas by Q3/2027. Achieving the groundbreaking milestone in Can Tho City required overcoming significant challenges, particularly in land clearance and allocation for construction.

According to the investor, land clearance progress across the entire route is currently at 98%, with 83 out of 101 km handed over to the contractor. In Can Tho City specifically, progress stands at 99.4%, with 32 out of 33 km handed over. Only 5 households in Thới Lai Commune remain unresolved, and all parties are working urgently to finalize this. For the Onshore EPC Package, overall progress is at 29.63%; design work is 100% complete, procurement is at 37%, and construction is at 3.1%. Foundation work, including land preparation, pipe production, coating, and berth arrangement, has been completed, enabling the start of mechanical construction and pipe laying in An Giang Province and Can Tho City.
