New Milestone Achieved on Ho Chi Minh City’s Ring Road 3

With 66.3 km slated for technical completion by December 19, the Ho Chi Minh City Ring Road 3 project is poised to reach its finish line in record time.

On the morning of November 25th, Deputy Prime Minister Mai Van Chinh, Vice Chairman of Ho Chi Minh City People’s Committee Bui Xuan Cuong, and their delegation inspected the progress of the Ho Chi Minh City Ring Road 3 project on-site.

Daily Progress

Spanning 76.34 km, the Ho Chi Minh City Ring Road 3 passes through Ho Chi Minh City, Dong Nai, and Tay Ninh, with a total investment of over VND 68.7 trillion across 8 sub-projects.

Observations in Dong Nai province reveal a bustling construction site, with machinery operating continuously, excavators, bulldozers, and dump trucks echoing with engine noise.

Previously, the 6.2 km Tan Van – Nhon Trach section of the project was completed. The remaining 70.1 km is set to achieve technical clearance and open to traffic by April 30, 2026.

Thanks to simultaneous construction across multiple fronts and timely material supply, several kilometers of the main route have already been paved with asphalt.

At the XL3 package in Long Binh Ward, Ho Chi Minh City, the urgency is equally palpable. Elevated sections are taking shape, with guardrails nearly complete. Over 14.7 km of the 29.2 km section scheduled for technical clearance on December 19th is ready for final inspection.

Local residents near the project notice the rapid progress. Mrs. Nguyen Thi Mai from Long Binh Ward mentions that every time she passes by, she sees “a little change.” She’s pleased with the project’s speed and minimal noise. “Everyone hopes the project will be completed soon for easier travel. Once the road is operational, this area will undoubtedly transform,” Mrs. Mai believes.

Package Progress Reaches 87%

At the progress review meeting for the four sub-projects of the Ho Chi Minh City Ring Road 3 on the same day, reports from investors indicate that by December 19th, 66.3 km is expected to achieve technical clearance and open to traffic, aiming for completion by June 30, 2026.

Mr. Le Ngoc Hung, Deputy Director of the Ho Chi Minh City Transportation Works Construction Investment Project Management Board, stated that the city is finalizing utility pole installation and scheduling power outages for relocation in November. Dong Nai has completed 2 out of 8 locations, and Tay Ninh has finished all relocations.

Regarding construction, localities have launched competitions, requiring contractors to work in 3 shifts, 4 teams to compensate for delays.

According to Mr. Le Ngoc Hung, package progress ranges from 51% to 87%, a 6.5% increase in total volume compared to two months ago.

Deputy Director of the Department of Roads under the Ministry of Construction, Nguyen Quang Giang, noted that traffic safety measures at the Tan Van intersection are being implemented comprehensively. Traffic rerouting is organized to ensure safety for residents in the construction area while accelerating the overall project progress.

Speaking at the meeting, Vice Chairman of Ho Chi Minh City People’s Committee Bui Xuan Cuong mentioned that out of 90 competition days, 47 days were rainy, affecting progress. From November, with more favorable weather, city leaders have urged contractors to accelerate and complete additional items like the Tan Van intersection and Binh Goi bridge. He assessed that conditions for constructing the Ho Chi Minh City Ring Road 3 are now favorable, from land clearance to utility relocation.

Disbursement Must Reach 100%

Regarding the project, Ho Chi Minh City People’s Committee has approved adjustments and additional investments for the Tan Van intersection, and the Department of Construction is implementing deployment steps.

On disbursement progress, the project was allocated VND 10,385 billion in 2025 but has only reached 46%. The Ministry of Construction requests Deputy Prime Minister Mai Van Chinh to direct localities to expedite land clearance, utility relocation, ensure material supply, and accelerate construction to complete disbursement within the year.

Concluding the meeting, the Deputy Prime Minister acknowledged the significant changes in Ho Chi Minh City and Dong Nai after three inspections. He urged the resolution of all obstacles to avoid waste and ensure 100% disbursement as scheduled.

The Deputy Prime Minister tasked localities with continuing to accelerate land clearance, utility relocation, material preparation, and closely monitoring construction conditions. Additionally, he directed the completion of procedures for the Tan Van intersection and thorough review of projects ready for commencement.
