Sprint to Clear Land for the Hoang Cau – Voi Phuc Road Project

The districts of Ô Chợ Dừa, Láng, and Giảng Võ are now in the critical phase of implementing the Hanoi Party Committee’s directive on land clearance for the Hoàng Cầu – Voi Phục route. With nearly 2,000 households affected, the entire area is working tirelessly to meet the deadline of December 15, 2025.

The Hoang Cau – Voi Phuc route is part of the Ring Road 1 project, a key transportation initiative in Hanoi. With a total investment of over 7.2 trillion VND from the city’s budget, the project was approved in December 2017 and initially slated for completion in 2020. However, delays have occurred due to challenges in land clearance.

Since early March 2025, land clearance efforts have been actively underway in the wards of O Cho Dua, Lang, and Giang Vo.

According to the Hanoi Civil Construction Project Management Board, a total of 153,341 square meters of land is to be reclaimed, affecting 1,983 households. This includes 29,745 square meters in O Cho Dua (591 households), 30,047 square meters in Lang (597 households), 40,015 square meters in Giang Vo (795 households), and 53,534 square meters of road land.

As of now, the project remains incomplete due to prolonged land clearance issues. While some residents have relocated, many others continue to occupy their properties, delaying the handover of land to the investor.

On November 26, authorities were observed demolishing structures along De La Thanh Street, particularly at the intersections of Lang Ha and Nguyen Chi Thanh.

Numerous businesses have posted relocation notices to facilitate the land clearance process.

By November 23, the Management Board had completed land surveys, verified land origins, and approved 1,950 out of 1,983 compensation plans. Payments totaling 2,635.4 billion VND have been made to 1,308 consenting households. Giang Vo Ward has fully approved all 795 land clearance plans.

Following the relocation of some residents, debris and abandoned items have accumulated along the route, impacting the daily lives of remaining residents.

Compensation and resettlement arrangements for affected households have been largely finalized.

To ensure project completion, the Management Board has requested the Hanoi People’s Committee extend the deadline to the end of 2026, a one-year extension from the previous deadline of 2025.

The completion of the Hoang Cau – Voi Phuc segment is crucial for closing the Ring Road 1 loop. Once finished, the project will significantly reduce traffic congestion on La Thanh Street and enhance connectivity with the city center.
