Strategic Turning Point Propels $12 Billion Mega-Project to Accelerate Towards Completion

At the TTC25–TTC26 construction site in Ô Môn District, Can Tho City, the Southwest Pipeline Operating Company (SWPOC) collaborated with the PTSC – Lilama 18 Consortium to host the groundbreaking ceremony for the pipeline segment from KP97+150 to KP97+600. This critical component of the Lot B – Ô Môn Gas Pipeline Project marks a pivotal milestone in ensuring the synchronized progress of the entire Lot B Gas-Power Chain.

The Lot B – Ô Môn Gas Pipeline Project is a vital midstream component within the Lot B Gas-Power Chain, with a total investment of approximately USD 12 billion. As of now, the onshore EPC contract has reached 29.63% completion, including 100% design finalization and on-schedule procurement and construction. By 2025, subcontractors PVPipe and PVCoating will complete 100% of pipe production and coating, ensuring full technical compliance before safe delivery to the construction site.

Land clearance along the entire route has achieved 98% completion, equivalent to approximately 83 km of cleared land handed over; specifically, Can Tho City has reached 99.4%, with 32 out of 33 km handed over.

The groundbreaking event in Can Tho City represents the next critical step in the technical sequence of the onshore EPC contract.

Across the project, PTSC and Lilama 18 have mobilized a comprehensive management system, engineering teams, workers, and construction equipment, ready for operation. On-site personnel operate on a continuous schedule, ensuring full compliance with technical requirements for the pipeline traversing complex terrains. The target is to deliver Lot B gas to Ô Môn by Q3/2027.

Upon completion, the pipeline will transport gas from the Lot B field onshore, fueling the Ô Môn Power Center with a total capacity of 3,800 MW. Gas from Lot B will not only ensure operational fuel for the Ô Môn Power Center but also establish a robust foundation for socioeconomic development across the Mekong Delta, particularly in Can Tho, during its new growth phase.

The Lot B – Ô Môn pipeline also serves as a key driver for growth in the region, home to over 28 million people, by enhancing energy infrastructure, attracting investment in supporting industries and services, creating jobs, and increasing local revenue.

For Can Tho specifically, post-2026, the city aims to maintain double-digit economic growth, with industrial, construction, and processing sectors as primary drivers. Achieving this goal requires a corresponding increase in electricity demand, with a significant portion expected from the Ô Môn Project Chain.

The Lot B Gas-Power Chain is a large-scale domestic gas-power project comprising three main components: Lot B field development (upstream), the Lot B – Ô Môn gas pipeline (midstream), and four Ô Môn gas-fired power plants (downstream). The total investment for the chain is nearly USD 12 billion.

The project is expected to produce approximately 5.06 billion m³ of gas annually, directly supplying the four power plants at the Ô Môn Power Center, with a total installed capacity of 3,800 MW. This significantly contributes to national energy security and sustainable development in the Mekong Delta.

The Lot B – Ô Môn gas pipeline project has a total investment of approximately USD 1.277 billion, with Vietnam Gas Corporation (PV GAS) holding a 51% stake. The pipeline will operate for 23 years, from 2027 to 2049, generating nearly VND 10,000 billion annually for PV GAS through gas transportation.
