The Ho Chi Minh City Civil Judgment Enforcement Agency (HCMC CJEA) announced the completion of the fifth payment phase on November 26, benefiting 42,451 bondholders in the case of Truong My Lan (Chairwoman of Van Thinh Phat Group) and her accomplices. This phase disbursed over 205 billion VND, equivalent to 0.683% of the total enforced amount.

HCMC CJEA also reported that savings accounts have been opened for 657 bondholders who have not provided bank account details for payment, in compliance with regulations.
In the previous four phases, HCMC CJEA disbursed over 8,620 billion VND, allocated at varying rates based on asset resolution stages.
Regarding civil judgment enforcement fees, HCMC CJEA clarified: No fees were collected in the first phase due to voluntary compliance. The second phase saw fee collection as per regulations. Fees for the third and fourth phases were temporarily suspended following multiple petitions from involved parties.
The fifth phase implemented fee collection under Article 60 of the Civil Judgment Enforcement Law and Circular 216/2016/TT-BTC dated November 10, 2026, by the Ministry of Finance. HCMC CJEA also collected additional fees for the third and fourth phases as directed by competent authorities.
HCMC CJEA is executing the judgment in the Truong My Lan case, as per the First Instance Criminal Judgment No. 504/2024/HSST dated October 17, 2024, the Appellate Judgment No. 259/2025/HS-PT dated April 21, 2025, by the HCMC High People’s Court, and Enforcement Decision No. 3699/QĐ-CTHADS dated June 16, 2025. Truong My Lan is obligated to repay 30,081 billion VND to victims and related parties (43,108 individuals), involving bond codes QT-2018.12.1, SET.H2025, ADC-2018.09, ADC-2019.01, ADC-2018.09.01, and SNW-2018.10.
Ongoing Asset Verification and Valuation for Truong My Lan
HCMC CJEA continues to verify, survey, and appraise assets belonging to Truong My Lan and associated individuals/entities. They are also urging SCB Bank to transfer frozen funds as per court judgments. Upon asset resolution and fund transfer, HCMC CJEA will proceed with subsequent payments.
HCMC CJEA advises claimants and related parties to avoid unofficial links and large gatherings to prevent misinformation or exploitation.
