Traffic Disruptions Post-Flood: Emergency Plans and Special Order Construction Proposals

The Ministry of Construction has directed the Railway Agency and Vietnam Railways Corporation to assess the damage, develop an emergency technical plan, and propose cases where a state of disaster should be declared to allow for special construction orders. This aims to restore rail traffic as swiftly as possible.

According to the latest directive from the Ministry of Construction, as soon as major landslides occur, road management teams are maintaining 24/7 readiness, implementing the “4 on-site” principle, clearing temporary routes, and addressing each hazardous location.

The North-South railway line through the South Central region has also seen numerous sections flooded and eroded. The Ministry of Construction has instructed the Railway Administration and Vietnam Railways (VNR) to assess the damage, develop emergency technical plans, and propose declaring a state of disaster if necessary to expedite repairs and restore rail traffic as quickly as possible.

Alongside on-site construction efforts, the Ministry of Construction emphasizes the critical role of financial resources to ensure uninterrupted restoration work. The Planning and Finance Department has been tasked with collaborating with the Vietnam Road Administration and the Construction Investment Management Department to review this year’s maintenance budget and compile additional costs incurred due to natural disasters.

If existing funds are insufficient for urgent repairs on national highways, expressways, and railways, the Ministry of Construction will request additional funding from the central government’s reserve budget to prevent any critical projects from stalling.

This financial mechanism enables local authorities and project management units to promptly implement essential measures such as reinforcing slopes, repairing road foundations, restoring bridges and culverts, and improving drainage systems. Proactive financial management also allows for expanded construction efforts, additional equipment, extended work hours, and accelerated progress in reinforcing recurrent landslide areas—a key focus after temporary routes are reopened.

In response to the transportation crisis, the Ministry of Construction has declared a state of emergency to address infrastructure damage on the Mimosa Pass route, part of the upgrade project for the Mimosa Pass section and other structures on National Highway 20 in Lam Dong Province. The damage was caused by Typhoon No. 13 and its aftermath from November 18 to November 20.

For the railway sector, VNR is focusing on repairing the section from Km 1211 to Km 1215 (Phu Hiep – Hao Son, Dak Lak Province) with 300 workers divided into three teams.

Leaders from the Ministry of Construction, Railway Administration, and VNR are present at the Phu Hiep – Hao Son section to motivate railway staff ahead of tonight’s scheduled route reopening.

As main routes are gradually restored, the Ministry of Construction urges units to utilize the “golden period” post-flood to comprehensively assess landslide-prone areas and develop long-term stabilization plans.
