On the morning of November 25th, during a group discussion session, Minister of Health Dao Hong Lan shared insights on the investment policy for the National Target Program on Healthcare, Population, and Development for the 2026-2035 period.

According to Minister Dao Hong Lan, the program comprises five critical project groups. The first focuses on enhancing the primary healthcare network. The Ministry has collaborated with local authorities to consolidate requirements, planning to construct over 700 new health stations and renovate more than 1,000 existing ones. Additionally, the Ministry is working with the Ministry of Public Security and the Ministry of National Defense to upgrade, renovate, and build new military hospitals and joint civil-military clinics.
The second project group aims to improve disease prevention and public health promotion, aligning with the directives of Resolution 72. This includes increased investment in preventive healthcare systems, particularly testing units and epidemic control measures.
The third group addresses population and development, offering solutions to support couples in having two children and adapting to population aging. The fourth group focuses on improving care for vulnerable populations, including the establishment of social welfare centers for the elderly.
The fifth group centers on communication strategies to shift perceptions about healthcare, emphasizing self-care, proper nutrition, and disease prevention.
Responding to delegates’ input, Minister Lan emphasized the program’s focus on maternal and child health, particularly the first 1,000 days of a child’s life, a critical period for future development. The program also aims to enhance the physical well-being of Vietnamese citizens, a long-standing initiative led by the Ministry of Culture, Sports, and Tourism. The Ministry will review these efforts to ensure feasibility and avoid duplication.
Furthermore, the program will prioritize improving healthcare workforce quality, especially family doctors, and encouraging private investment in healthcare.
