Mr. Vu Ba Phu, Director of the Trade Promotion Agency, shared these insights at the Vietnam Export Promotion Forum 2025, themed “Go Global: Conquering International Markets,” organized by the Ministry of Industry and Trade on the morning of November 26, 2025.

According to Mr. Phu, the period from 2021 to 2025 witnessed a remarkable surge in Vietnam’s exports, with double-digit growth rates and a sustained trade surplus for over a decade. However, amidst profound global shifts, trade promotion activities must enter a new phase of development.
The Director of the Trade Promotion Agency noted that Vietnam currently faces three major challenges: low domestic value addition, weak linkages between domestic and foreign-invested enterprises, and a fragmented trade promotion network lacking unified data-sharing and performance evaluation mechanisms. Therefore, a more modern, professional, and interconnected trade promotion ecosystem is essential, leveraging all domestic and international resources.
He stated that the National Trade Promotion Plan for 2026–2030, which the Ministry of Industry and Trade is finalizing, will be implemented based on five strategic pillars, forming the backbone of a modern trade promotion ecosystem.
First, trade promotion will focus on industry clusters, moving away from individual enterprise-based approaches to organizing product chains with deep linkages. This strategy enhances brand strength, conserves resources, and fosters regional-scale industry value chains.
Second, promoting green transition and sustainable export standards. Trade promotion must go beyond “taking goods global” to “exporting via green pathways,” emphasizing cleaner production, low-emission logistics, eco-friendly packaging, and transparent traceability.
Third, developing a digital trade promotion ecosystem where data is a core asset. The Ministry of Industry and Trade is deploying a national digital platform integrating enterprise, market, product, and partner data, utilizing Big Data and AI for trend analysis, consumption forecasting, and informed decision-making.
Fourth, establishing a national export identity to unify Vietnam’s product image in international markets, aligned with the Vietnam Value National Brand Program. “Every product bearing the Vietnam export emblem must reflect quality, credibility, and Vietnamese cultural values. Upon seeing this identity, global partners will recognize it as a reliable product from a dynamic and innovative nation,” Mr. Phu remarked.
Lastly, implementing the “Go Global” Program, selecting leading enterprises with international competitiveness as “flagships” to guide satellite enterprises into global markets. “When a Vietnamese enterprise goes international, it carries an entire value chain. This is the new model for modern trade promotion,” Mr. Phu explained.
The Ministry of Industry and Trade plans to execute five key solutions: market diversification, enhanced FTA utilization, development of a modern national trade promotion network with clear coordination mechanisms, capacity building for trade promotion personnel, and comprehensive innovation of the National Trade Promotion Program.
