Investigating Abnormal Price Surges in Real Estate Projects
The People’s Committee of Ho Chi Minh City (HCMC) has issued a directive requiring the Department of Construction to collaborate with relevant agencies to intensify inspections, supervision, and strict penalties for violations involving property developers, trading floors, and real estate brokerage firms within the city.
Specifically, HCMC is focusing on legal compliance, eligibility for commercial operations, and transparency in information disclosure for real estate projects showing unusual price increases. This aims to prevent profiteering and market manipulation.
Additionally, the Department of Construction is mandated to ensure transparent information regarding housing and the real estate market, including projects eligible for sale, construction progress, legal status, and particularly social housing projects.

To boost housing supply and reduce prices, local authorities in wards, communes, and special zones are instructed to immediately streamline administrative procedures, reduce red tape, and allocate sufficient personnel to prevent backlogs in land, planning, construction, and investment files.
The Department of Construction is also working with the Department of Finance to resolve bottlenecks in stalled projects, promote social housing, and collaborate with the Ministry of Construction to develop a market database.
According to the HCMC People’s Committee, the two-tier administrative system has stabilized, enabling the synchronized implementation of solutions. Leaders of each agency are held accountable for delays in procedures or prolonged legal issues affecting projects.
The HCMC Department of Construction, in collaboration with ward and commune authorities, has conducted 13,930 inspections. These identified 130 violations, including 45 cases of unauthorized construction, 46 cases without permits, and 39 other violations.
For these cases, the Department of Construction has issued 52 administrative penalty decisions, collecting VND 5.77 billion. Additionally, it advised the HCMC People’s Committee to impose five penalties totaling nearly VND 2.9 billion and requested ward and commune authorities to handle 87 cases.
Decisive Action to Unblock Urban Railway Projects
In other developments, the HCMC People’s Committee has authorized its Chairman to execute tasks and powers under National Assembly Resolution 188/2025/QH15. This resolution pilots special mechanisms and policies to develop HCMC’s urban railway network.
The authorization applies to projects listed in Resolution 188/2025/QH15, focusing on nine key tasks.
These include organizing the preparation, appraisal, investment approval, and adjustments for urban railway projects, including TOD models, following local Group A project procedures; approving project segmentation without applying construction law provisions; extending project timelines without increasing total investment, bypassing adjustment procedures;
exempting urban railway structures (stations, bridges, intersections) from architectural design competitions; applying direct procurement for consulting, construction, EPC, turnkey contracts, and investor selection, as per bidding laws; separating compensation, support, and resettlement into independent projects, with investment decisions following public investment laws;
adopting technical standards and regulations for urban railways after consulting the Ministry of Construction; conducting environmental impact assessments, issuing permits, or registering projects before trial operations; deciding or requesting provincial authorities to address land acquisition, compensation, construction waste disposal, and surface land use for projects.
This delegation aims to accelerate progress, resolve procedural bottlenecks, and expedite the implementation of urban railway lines—a critical infrastructure component for HCMC.
