Urgent Completion of Updates and Review of Inspection Results for Pending Projects

The Deputy Prime Minister has mandated that all ministries, sectors, and localities must update, review, and categorize pending projects by November 30, 2025, to ensure efficient resolution and progress.

Deputy Prime Minister Nguyễn Hòa Bình signed Dispatch No. 230/CĐ-TTg on November 26, 2025, urging the completion of updates, reviews, and categorization of specialized inspection results for prolonged projects.

The dispatch is addressed to Ministers, Heads of ministerial-level agencies, Government-attached agencies, and Chairpersons of People’s Committees in provinces and centrally-run cities.

The dispatch states: On October 22, 2025, in Notification No. 569/TB-VPCP from the Government Office, Deputy Prime Minister Nguyễn Hòa Bình, Head of the Steering Committee for Resolving Difficulties in Prolonged Projects (Steering Committee 751), instructed, “Relevant Ministries, agencies, and localities proactively review, categorize, and update comprehensive information on projects with specialized inspection results under Inspection Plan No. 1505/KH-TTCP by the Government Inspectorate. Clarify solutions to address challenges as per inspection conclusions (identifying projects with legal situations similar to Resolution No. 170/2024/QH15 for proposing special mechanisms). Update data fully on System 751 and take responsibility for the updated content.”

According to the Ministry of Finance (Standing Agency of Steering Committee 751), as of November 17, 2025, System 751 recorded review and categorization results for only 616 out of 898 projects across 25 localities and 7 Ministries. Seven localities and 3 Ministries have yet to review, update inspection results, or categorize handling groups on System 751.

Additionally, in Notification No. 384/TB-VPCP dated July 25, 2025, the Prime Minister directed, “The Government Inspectorate, Ministry of National Defense, and localities develop plans to ensure inspection completion by September 20, 2025.”

Currently, some projects in Ministries and localities lack inspection conclusions, affecting review progress and reporting on System 751.

Furthermore, in Report No. 2554/BC-TTCP dated October 17, 2025, by the Government Inspectorate, the Đà Nẵng People’s Committee reported 215 projects and land plots with legal situations similar to Scheme 153, Conclusion No. 77-KL/TW, and Resolution No. 170/2024/QH15.

To date, the Đà Nẵng People’s Committee has not reviewed or reported on System 751 as guided in documents No. 16495/BTC-PTHT (October 22, 2025) and No. 13021/BTC-PTHT (August 22, 2025) by the Ministry of Finance.

To sustain achievements and effectively implement the Politburo’s conclusions on resolving prolonged projects, the Prime Minister requests:

1. Inspection agencies urgently complete inspections and issue conclusions by November 26, 2025, as directed by the Prime Minister and guided by the Government Inspectorate in Plan No. 1505/KH-TTCP (July 22, 2025).

2. Ministers, Heads of ministerial-level agencies, Government-attached agencies, and Chairpersons of People’s Committees collaborate with inspection agencies to complete updates, reviews, and categorizations as guided by the Ministry of Finance in documents No. 16495/BTC-PTHT (October 22, 2025) and No. 13021/BTC-PTHT (August 22, 2025).

The Đà Nẵng People’s Committee must identify projects with legal situations similar to Scheme 153, Conclusion No. 77-KL/TW, and Resolution No. 170/2024/QH15 on System 751 by November 30, 2025.

3. Ministries, ministerial-level agencies, Government-attached agencies, People’s Committees, and inspection agencies promptly implement these tasks, taking full responsibility for delays. Report challenges to the Ministry of Finance (Standing Agency of Steering Committee 751) for guidance.

Ministers, Heads of agencies, and Chairpersons of People’s Committees are urged to decisively address project obstacles.

4. The Ministry of Finance, as Standing Agency of Steering Committee 751, oversees implementation of this dispatch.
