The Thach Ha Urban Infrastructure Improvement Project, approved by Ha Tinh Provincial People’s Committee in August 2020, aims to enhance urban infrastructure and mitigate climate change impacts in four coastal provinces of North Central Vietnam. Initially managed by the former Thach Ha District People’s Committee, the project is now overseen by the Project Management Unit for Civil and Infrastructure Construction in Ha Tinh Province. With a total investment of over 851 billion VND, it includes a 648 billion VND loan from AFD, a 25 billion VND grant from the European Union, and 178 billion VND in counterpart funds. Despite two years of construction, many components remain incomplete, disrupting residents’ lives.
Originally slated for completion in 2024, the project’s deadline was extended to December 2025 due to delays. With only 65% of work completed, finishing this year seems unlikely. Exposed water pipes on roads pose traffic hazards and inconvenience residents.
Roads like Nguyen Thiep and Song Cay in Thach Ha commune, part of the climate resilience and sanitation infrastructure component, are riddled with unfinished excavations, uneven surfaces, and debris.
The severely damaged Song Cay road hinders residents’ mobility.
Residents report that contractors completed drainage systems long ago but failed to restore road surfaces to their original condition.
Thach Ha commune authorities note frequent complaints about slow construction. Despite cleared sites, contractors delay work, prolonging the project. Environmental degradation and traffic risks persist in construction areas.
“Contractors are dragging their feet. We continuously urge them to accelerate work. Land clearance is complete, but contractors remain inactive. Delays are not due to land issues,” emphasized Thach Ha commune leadership.
