Considered for On-Site Resettlement
During the 28th session, the Hanoi People’s Council adopted a resolution outlining policies for compensation, support, and resettlement in urban renewal and apartment building reconstruction projects across the city.
The resolution introduces mechanisms for compensation, relocation, and resettlement support in urban renewal initiatives.
Specifically, landowners in project-affected areas are prioritized for residential land compensation, subject to the city’s resettlement land availability.
Owners of properties designated for urban redevelopment (residential purposes) may be considered for on-site resettlement.
During the resettlement process, owners are provided temporary housing from the city’s resettlement or temporary housing funds. Developers cover operational costs for these accommodations. Owners opting for self-arranged temporary housing receive equivalent monetary compensation.
Affected landowners are eligible for progress-based incentives upon land handover.
Support for Business Stability
Landowners of working age, whose sole income derives from business activities in the project area, receive additional support beyond standard compensation:
A one-time business stabilization and job transition grant equivalent to six months of the regional minimum wage per worker.
Households may access preferential credit up to 36 months of the regional minimum wage for business development.

Grave relocation compensation includes an additional VND 10,000,000 per grave.
Owners receive administrative support for relocation, compensation, resettlement, and job transition through the city’s expedited procedures.
If approved projects lack investor interest, district authorities oversee compensation, resettlement, and land auction processes. Project funds are advanced from the city budget, with auction proceeds returned to the state treasury after deducting expenses.
Remaining auction funds are distributed to affected landowners according to regulations.
The council also approved allowances for local militia, with captains receiving VND 2,340,000 monthly. Duty allowances are VND 435,000/day, increasing by 50% for extended service or high-risk tasks (counter-terrorism, disaster response, etc.).

The Hanoi People’s Council has approved a new land price table effective from January 1, 2026. Prime locations along central streets will see land prices set at 702 million VND per square meter.
