The Ho Chi Minh City Department of Agriculture and Environment has recently released a report on the disbursement of public investment capital for compensation projects allocated in 2024 and 2025.
The Van Thanh Canal Dredging and Renovation Project has a total investment of over 8.555 trillion VND, with compensation and resettlement costs amounting to approximately 6.812 trillion VND, affecting 1,077 land reclamation cases.
As of now, the total compensation capital for 2025 across three regions covers 284 projects, with a total compensation value of 56.562 trillion VND. Out of this, 35.806 trillion VND has been disbursed, achieving a 63% disbursement rate.
Specifically, Ho Chi Minh City has 121 projects, with 20.859 trillion VND disbursed out of 25.142 trillion VND (83% achieved); Ba Ria – Vung Tau has 80 projects, with 3.433 trillion VND disbursed out of 6.672 trillion VND (45% achieved); and Binh Duong has 86 projects, with 11.970 trillion VND disbursed out of 24.746 trillion VND (48% achieved).
Regarding compensation payment and land handover in 2024, according to data from 17 Compensation and Land Clearance Boards, the compensation capital for 157 projects amounts to 29.987 trillion VND.
To date, a total of 29.342 trillion VND has been disbursed (98% achieved), with 22.432 trillion VND paid out (76.5% achieved). The average land handover rate across the 17 boards is 83%.
The Department of Agriculture and Environment urges all departments, project investors, and local authorities to expedite the implementation of projects in accordance with the timelines specified in the conclusions and directives of the three working groups on public investment capital disbursement. This is to ensure the timely disbursement of compensation projects allocated for 2025.
Identify bottlenecks, constraints, and causes of delayed disbursement for each specific project to promptly address challenges and obstacles in the implementation and disbursement of public investment capital. Implement “3 shifts, 4 teams” construction schedules for projects with large volumes and significant capital disbursement requirements.
Urgently and decisively lead, manage, and direct compensation, support, and resettlement efforts for each project (with allocated compensation capital), particularly focusing on compensation, land clearance, and resettlement in localities with large-scale investment projects.
Specifically, for the 2025 compensation capital in Ho Chi Minh City, several units have achieved very low disbursement rates. Notably, the Binh Thanh Compensation Board has disbursed only 374 million VND out of over 69 billion VND (0.54% achieved). The Go Vap Compensation Board has disbursed 11 billion VND out of 637 billion VND (11% achieved). The Tan Phu Compensation Board has yet to disburse any funds from its 29 billion VND allocation.
