Duc Long Gia Lai Group Joint Stock Company announced a recent meeting with the People's Committees of Gia Lai, Dak Lak, and Lam Dong provinces regarding their proposal to invest in the North-South Expressway West (CT02) project, specifically the section passing through these three provinces under a public-private partnership (PPP) model.

The proposed profile outlines the North-South West Expressway Project (CT02), specifically the Pleiku – Buon Ma Thuot – Gia Nghia segment, spanning approximately 257 kilometers. This includes 56.7 km in Gia Lai, 125.5 km in Dak Lak, and 74.8 km in Lam Dong.

According to Duc Long Gia Lai Group, to meet the growing transportation demands and long-term vision, the project is designed for a speed of 100 km/h, featuring a 4-lane configuration with a road width of 24.75 meters.

“Duc Long Gia Lai Group, a seasoned player in the infrastructure sector in the Central Highlands, has stepped forward to propose this PPP investment. This move is expected to expedite the completion of the Western North-South Expressway network, creating a seamless corridor from North to South,” affirmed a representative of Duc Long Group.

On November 13, 2025, the People’s Committee of Dak Lak Province officially submitted a proposal to the Ministry of Construction regarding the investment plan for the North-South West Expressway Project (Pleiku – Buon Ma Thuot – Gia Nghia segment). The document analyzed economic and defense factors, emphasizing the urgency of this investment. According to the People’s Committee of Dak Lak, the project traverses three provinces (Gia Lai, Dak Lak, and Lam Dong), serving as the Western North-South Expressway axis with regional and inter-regional connectivity. It navigates challenging terrain, requiring complex technical solutions, and is proposed for investment under a public-private partnership model.

The document from the People’s Committee of Dak Lak highlights that following the merger of Dak Lak and Phu Yen Provinces (now Dak Lak), the current political and administrative center is in Dak Lak. Therefore, initiating the investment in the North-South West Expressway (CT2), Pleiku – Buon Ma Thuot – Gia Nghia segment, before 2030 is crucial. This is essential for connecting the Central Highlands with the Southeast region, establishing East-West corridors linking the Central Highlands to the South Central Coast, and connecting seaports, dry ports, airports, border gates, economic zones, and industrial parks. This will unlock new development opportunities, enhance traffic capacity, reduce logistics costs, and facilitate investment attraction, thereby fostering socio-economic development and ensuring defense and security across Gia Lai, Dak Lak, and Lam Dong Provinces.

“A key highlight of this proposal is the investment model. Given the need to allocate state budget resources across multiple national priorities, leveraging private sector funding through public-private partnerships (PPP) is seen as the optimal solution. According to the PPP Law, implementing this project under the PPP model offers dual benefits,” shared a representative of Duc Long Gia Lai Group.

They further explained that this model maximizes private sector involvement, significantly easing the burden on the state budget and allowing public funds to be redirected to other social welfare initiatives. Additionally, the project will leverage advanced technology, management expertise, and practical experience from the private sector. This aligns with Resolution No. 68-NQ/TW of the Politburo on private economic development, which encourages private conglomerates to participate in key national infrastructure projects.
