The announcement comes as authorities expand their investigation into a smuggling case linked to the cosmetic business operations of companies within the Mailisa Ecosystem, led by Phan Thi Mai and Hoang Kim Khanh.
Specifically, on November 21, the Police Investigation Agency for Corruption, Economic, and Smuggling Crimes (Ministry of Public Security) initiated a case for “Smuggling” at MK Skincare Production, Trading, Service, Import-Export Company Limited and related entities. On the same day, investigators charged and detained Phan Thi Mai, Director of Mailisa Beauty Salon, her husband Hoang Kim Khanh, and six others on charges of “Smuggling.”
The group is accused of collaborating with Chinese individuals to create fake contracts and alter product origins from Guangzhou to Hong Kong to obtain CFS certificates. This allowed them to import counterfeit goods into Vietnam, falsely advertising them as Hong Kong-made products to cater to consumers’ preference for foreign goods. It is estimated that just three out of over 100 flagship products generated profits of thousands of billions of VND for the Mailisa system.
On November 25, the Drug Administration of Vietnam (Ministry of Health) issued a decision to revoke 80 cosmetic product registration numbers, suspend the circulation, and recall 162 products from MK Skincare due to violations in product documentation. All batches still within their expiration dates will be recalled nationwide.

Concurrently, they pressed charges and ordered the arrest and detention of Phan Thị Mai, Director of Mailisa Beauty Salon LLC, along with seven other individuals implicated in the crime of “Smuggling.”
