Newly Added Beneficiary in Ho Chi Minh City Receives Full Coverage for Health and Social Insurance Contributions

The Ho Chi Minh City People’s Council has issued Resolution No. 54/2025/NQ-HĐND, outlining criteria for establishing Community Security and Order Teams, the number of team members, and the levels of support, allowances, and expenses for those participating in community security and order protection within the city.

According to this resolution, individuals participating in community security and order protection will receive 100% coverage of their voluntary social insurance (BHXH) contributions, in addition to their regular monthly support.

The regular monthly support levels are as follows: Team Leaders receive 6.5 million VND per person per month, Deputy Team Leaders receive 6.3 million VND per person per month, and Team Members receive 6 million VND per person per month.

Voluntary social insurance contributions are calculated at 22% of the regular monthly support. Additionally, participants in community security and order protection receive 100% coverage for their annual health insurance (BHYT) contributions.

According to the Ho Chi Minh City People’s Committee, after consolidation, the city has 5,947 Community Security and Order Teams with over 20,600 members. The city estimates an annual expenditure of approximately 1,543 billion VND for regular support, 340 billion VND for voluntary social insurance contributions, and 26 billion VND for health insurance for all community security and order personnel.

Furthermore, in cases where participants in community security and order protection have not yet joined social or health insurance and suffer from illness, accidents, or death while performing their duties, they will receive medical examination and treatment costs equivalent to health insurance benefits. They will also receive a daily meal allowance of 70,000 VND per person per day during inpatient treatment until their health stabilizes and they are discharged. Their dependents will receive a one-time survivor’s pension and funeral expenses equivalent to 10 times the reference level according to social insurance laws at the time of the participant’s death.
