On the afternoon of November 28th, the Hanoi Party Committee held a conference to announce the Politburo’s decisions regarding personnel changes. In attendance were Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee; Nguyen Quang Duong, Deputy Head of the Central Organization Commission; and representatives from various central agencies.
During the conference, Deputy Head Nguyen Quang Duong announced that due to unforeseen circumstances, health reasons, and personal wishes, the Politburo had approved the resignation of Nguyen Duc Trung from his positions as Deputy Secretary of the Hanoi Party Committee, member of the Party Executive Committee, and the Standing Committee. Mr. Trung has been reassigned as Deputy Head of the Central Policy and Strategy Department.
Mr. Duong also announced the Politburo’s decision to relieve Vu Dai Thang of his duties as Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term. Mr. Thang has been reassigned to the Hanoi Party Committee, where he will serve as Deputy Secretary for the 2025-2030 term.

At the announcement ceremony, Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee, presented the Politburo’s decision to Vu Dai Thang.
Born on October 4, 1975, in Phu Dong Commune, Gia Lam District, Hanoi, Vu Dai Thang holds a Master’s degree in International Relations from Waseda University (Japan), a Bachelor’s degree in Foreign Economic Relations, a Bachelor’s degree in Law, and a Senior Political Theory certificate.
Prior to his reassignment to Hanoi, Vu Dai Thang served as Secretary of the Quang Ninh Provincial Party Committee. He has held various positions at the Ministry of Planning and Investment and in local governments, including Ha Nam, Quang Binh, and Quang Ninh provinces. His career highlights include:

From December 1997 to March 2000, Vu Dai Thang worked as a specialist in the Foreign Economic Relations Department at the Ministry of Planning and Investment. From April 2000 to March 2002, he pursued a Master’s degree at Waseda University in Tokyo, Japan.
From April 2002 to March 2014, he returned to the Ministry of Planning and Investment, holding positions such as specialist in the Foreign Economic Relations Department, specialist in the Trade and Services Department (now the Service Economy Department), Deputy Director of the Service Economy Department, and Director and Party Secretary of the Economic Zone Management Department.
In April 2014, he was appointed Vice Chairman of the Ha Nam Provincial People’s Committee. In March 2018, he was appointed Deputy Minister of Planning and Investment. In August 2020, the Politburo reassigned him as Secretary of the Quang Binh Provincial Party Committee, where he was re-elected in October 2020.
In October 2024, he was again reassigned by the Politburo as Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term and re-elected for the 2025-2030 term in September 2025.
Vu Dai Thang is an alternate member of the 12th Central Committee, a member of the 13th Central Committee, a National Assembly Deputy for the 15th term, and Head of the Quang Binh Provincial National Assembly Delegation (from July 2021 to October 2024) and the Quang Ninh Provincial National Assembly Delegation (from April 2025).

On the same day, November 28th, the Hanoi People’s Council will resume its 28th session (the final regular session of the year) after a two-day break. Initially scheduled for three days from November 26th to 28th, the session was divided into two parts with a break on the afternoon of November 27th and the morning of November 28th to expedite the agenda. During the afternoon session on November 28th, the Hanoi People’s Council will continue to review and approve key decisions, including personnel matters within its jurisdiction. |
