The Citizen Reception Board of Lam Dong Province recently met with a group of homebuyers who purchased land plots in the Tan Viet Phat 2 Commercial and Residential Project (formerly located in Phu Hai Ward, Phan Thiet City, Binh Thuan Province, now Phu Thuy Ward, Lam Dong Province). These individuals have been pursuing resolution for years, urging authorities to address lingering issues related to the project.
During the meeting, many residents explained that they signed land purchase contracts between 2017 and 2018, paying 95% to 100% of the contract value. However, they have yet to receive land-use certificates or permits to construct homes on their purchased plots.

Some expressed concern that the developer is now demanding an additional 5% payment, a move they believe further disadvantages them.
Frustration among buyers stems from the slow progress despite multiple directives issued by both former Binh Thuan Province and current Lam Dong Province authorities, setting deadlines for resolution. From June onward, directives have mandated the recovery of VND 45 billion from Tan Viet Phat Company, tasking specialized agencies with reviewing files, reporting, and proposing solutions.
As of the meeting, residents remain uncertain about when they will receive land certificates, begin construction, or see an end to the project’s delays.
According to the Civil Judgment Execution Division 10 of Lam Dong Province, Mr. Nguyen Ngoc Phuong, CEO of Tan Viet Phat Joint Stock Company, was summoned for a meeting in mid-November. Mr. Phuong pledged to pay the VND 45 billion by November or December 2025, contingent on favorable conditions.
The execution agency warned that failure to meet this commitment would result in an asset survey of Tan Viet Phat Company and potential seizure of Mr. Phuong’s personal assets to ensure compliance.
Residents, who have waited eight years, expressed a desire to meet directly with the Provincial Chairman to clarify the timeline for resolving this protracted issue.
