Unveiling the Scandal: Exposing Unauthorized Purchases of Social Housing Units

Upon auditing 155 applications, the Hai Phong Inspectorate uncovered 14 cases of falsified income and employment details in registrations for social housing, predominantly linked to the 384 Le Thanh Tong project developed by Binh Phat Chemical and Electrical Materials JSC.

Numerous Shortcomings in 4 Social Housing Development Projects

The Hai Phong City Inspectorate has recently finalized its inspection of four social housing (NƠXH) projects: 384 Le Thanh Tong, Total Warehouse 3 Lac Vien, 39 Luong Khanh Thien, and An Dong Apartment Complex.

Among these, the 384 Le Thanh Tong NƠXH project, developed by Binh Phat Chemical and Electrical Materials Joint Stock Company, spans over 1.9 hectares. It includes 1,294 apartments and 38 adjacent commercial units.

Construction is scheduled from Q2/2023 to Q1/2027. However, in May 2025, a bank reduced the project’s deposit guarantee from VND 14.74 billion to VND 7.37 billion (a 50% decrease) before the Department of Planning and Investment and the developer agreed on adjustments, which violated regulations.

In January 2025, Binh Phat Chemical and Electrical Materials Joint Stock Company began operating the CT1 building but only applied for an environmental permit in April 2025, failing to comply with the 2020 Environmental Protection Law.

After signing contracts, the developer failed to promptly submit a complete list of buyers to the Department of Construction for public disclosure.

At the time of inspection, the sales office of Binh Phat Chemical and Electrical Materials Joint Stock Company did not publicly display the list of sold and available units, violating Decree 100 on the Law of Social Housing Development and Management.

The 39 Luong Khanh Thien NƠXH project, developed by Hai Phong Railway Car Joint Stock Company, features a 19-story apartment building on a 2,411 sqm plot, with 242 units.

Inspectors identified issues in the detailed zoning plan. The project, located in a restricted urban development area, adjusted building height, density, and land use coefficient, which conflicts with the city’s adjusted master plan.

The developer failed to properly record receipts and reasons for unresolved ineligible applications. After signing contracts, Hai Phong Railway Car Joint Stock Company did not submit a list to the Department of Construction for public disclosure. They also failed to provide complete details on unit sizes, sale prices, and rental rates.

The Total Warehouse 3 Lac Vien NƠXH project, developed by Thai-Holding Joint Stock Company, covers 16.9 hectares with a total investment of over VND 4,800 billion. It includes 10 blocks of 15-story buildings, totaling 4,456 apartments and 163 low-rise units. At the time of inspection, construction on six high-rise buildings was behind schedule.

Unemployed Individuals Falsely Certified for NƠXH Eligibility

The Hai Phong City Inspectorate randomly checked 155 applications for NƠXH purchases across the four projects, uncovering multiple violations. Fourteen applications were from ineligible individuals.

Of 30 applications checked at the 384 Le Thanh Tong project, seven contained false declarations and certifications regarding employment and income. The certifying organizations confirmed eligibility, but the applicants were not actually employed by them.

Notably, six of the seven applicants at the 384 Le Thanh Tong project were listed as employees of two real estate companies distributing NƠXH units for the An Dong Apartment Complex: CDT Home Investment and Service Joint Stock Company, and DHP Land Trading LLC.

The inspection team determined that these applicants were not employed by the aforementioned companies and thus did not qualify for NƠXH purchases.

Seven applications from the other three projects also contained false income declarations and employment certifications.

In addition to the 14 ineligible applications, 25 others contained inconsistent or unverified information. During the inspection, the team requested confirmation from the Hai Phong Tax Department, Social Insurance Agency, Department of Natural Resources and Environment, and other relevant agencies.

However, by the end of the inspection, the collected data was insufficient to determine the accuracy of these applications.

Recommendations to Cancel 14 Ineligible Applications
The Hai Phong City Inspectorate recommends that the City People’s Committee direct the Department of Construction to enhance transparency in NƠXH project information. Expedited application reviews and feedback for buyers are also urged.

Developers are encouraged to directly handle sales and consultations, reducing intermediaries to minimize risks and corruption, making NƠXH more accessible to the public.

Guidelines should be provided for developers to terminate contracts, refund payments, and reclaim units for the 14 ineligible cases.

Additionally, the 25 applications with inconsistent information should be re-examined. If found ineligible, developers must terminate the contracts.
