This morning (November 26), during Deputy Prime Minister Nguyen Chi Dung’s working session with the Vietnam Innovation Network (VIN) on strategic technology development at the National Innovation Center (NIC) in Hoa Lac, Cao Anh Tuan, Founder and CEO of Genetica, shared insightful perspectives on the biotechnology sector—a critical field for Vietnam.
According to Cao Anh Tuan, while there’s significant discussion around semiconductors and artificial intelligence (AI), with concerns about falling behind, biotechnology presents a different timeline.

“2026 could be the ‘golden year’ for biotechnology, a chance to leapfrog.” AI now significantly supports biotechnology. Previously limited to the U.S., these capabilities are now accessible in Vietnam and other nations, Tuan noted.
He emphasized that integrating biotechnology with AI offers Vietnam a unique opportunity to accelerate progress. AI reduces drug development time by up to 70% and enhances gene therapy accuracy, areas where Vietnam currently relies on costly imports.
Collaborations between Genetica and institutions like Stanford University, Hanoi Medical University, and U.S.-standard labs demonstrate Vietnam’s potential to establish a regional biohub.

Cao Anh Tuan announced plans to collaborate with global tech giants to transform Genetica’s gene-decoding lab into a biohub focused on precision medicine and AI-driven drug development.
He highlighted that leading companies are establishing AI-focused entities for drug discovery, biohub development, and clinical trials of AI-generated drugs.
“Every 2–3 weeks, I receive messages from U.S. partners urging us to act swiftly. Top experts are ready to support us. Even Microsoft researchers ask, ‘When can we discuss this with Bill Gates?'” Tuan shared.
Addressing these opportunities and challenges, Tuan requested the Deputy Prime Minister’s support for a regulatory sandbox and an introduction letter to engage with partners like Nvidia, Google, and Microsoft, aiming to bring global expertise to Vietnam.
Nvidia has already partnered with Vietnam in AI, and Genetica aims to leverage this to advance biotechnology, positioning Vietnam on the global innovation map.
“By January 15, 2026, we’ll announce the establishment of a Vietnam-based biohub, modeled after Google DeepMind but focused on biotechnology,” Tuan revealed.
“The Introduction Letter Will Be Ready Tomorrow”

Deputy Prime Minister Nguyen Chi Dung enthusiastically endorsed the proposal, stating, “The introduction letter will be ready tomorrow.” He instructed NIC to promptly provide the letter to support Genetica’s biohub initiative.
During the session, the Deputy Prime Minister stressed that AI, semiconductors, cybersecurity, quantum computing, robotics, aerospace, advanced materials, and biotechnology are pivotal for Vietnam’s competitiveness in the digital era and green economy.
To develop these sectors, Vietnam must focus on mastering core technologies, cultivating high-quality talent, building shared research infrastructure, and fostering innovation ecosystems. Government leadership is crucial for aligning stakeholders.
The event featured leaders from the Ministries of Finance and Science and Technology, representatives from research institutions, universities, and nearly 70 experts from 22 countries, both in-person and virtually. Participants shared practical insights and global innovation trends.
Genetica, headquartered in the U.S. and operating in Vietnam since 2018, specializes in AI-driven gene sequencing for Asians, certified by Illumina with 99.9% accuracy. Its lab holds CLIA and CAP certifications, the highest U.S. standards for genetic testing.

Amidst the backdrop of tech giants achieving record-breaking performance through automation, the critical challenge of positioning Vietnamese enterprises within the global value chain and crafting a feasible digital transformation roadmap for SMEs has taken center stage. This discourse is fueled by concerns that Vietnam may remain perpetually confined to a manufacturing and outsourcing role.
