The Ministry of Public Security is currently seeking feedback on the draft Circular amending and supplementing several provisions of Circular No. 12/2025/TT-BCA dated February 28, 2025, issued by the Minister of Public Security. This circular outlines regulations for driving tests, driver’s license issuance, and the use of international driver’s licenses.

Among the proposed changes, the Ministry aims to reduce the processing time for administrative procedures by 30% compared to the current regulations in Circular No. 12/2025/TT-BCA. Specifically:

– The time for issuing a driver’s license will be reduced from 7 days to 4.5 days, with electronic data integration time decreasing from 3 days to 2 days.

– The time for renewing a driver’s license will be reduced from 5 days to 3.5 days, with electronic data integration time decreasing from 3 days to 2 days.

– The time for issuing an international driver’s license will be reduced from 5 days to 3.5 days.

Additional Point Deductions for Traffic Safety Violations and Potential Accident Risks

The draft Circular also outlines the procedure for motorcycle and car driving tests. Candidates who pass the theory test will proceed to the practical driving skills test.

Provisions related to simulated traffic scenario tests have been removed.

The number of on-road driving tests has been increased, with additional point deductions for violations that disrupt traffic safety and pose potential accident risks.

The duration of the on-road driving test has been set to 15 minutes, replacing the previous requirement of a minimum 2 km driving distance.
